This position is in the Specialty Programs Department (SPD), Veteran and Family Member Programs (VFMP) Directorate, Office of Integrated Veteran Care (IVC), Veterans Health Administration (VHA). The incumbent will examine, process, research, and audit healthcare claims delivered to eligible beneficiaries by non-VA providers for adjudication, including determining and verifying entitlement to benefits, verifying post-entitlement actions regarding beneficiaries, and answering inquiries.
Duties
Duties include, but may not be limited to:
Examines healthcare claims and other requests for payment of goods and services provided to beneficiaries by non-VA providers.
Determines the amount due and process the necessary payment transactions for manually entered claims and carefully analyze claim
submissions to determine payment correctness, including required certifications by authorized officials, compliance with contract provisions, price agreements, and other directive material.
Analyzes desk procedures and policy documents for concurrence with observed claim corrections and report any anomalies to leadership and policy.
Reviews guidelines and regulations to determine the specific provisions for healthcare claim submission.
Enters payment information into a computerized healthcare claims payment processing system which applies to the claim type and program type
Determines adequacy of information in support of a claim and determines whether a claim meets specific claims processing criteria for processing
Evaluates missing requirements and reconstruct incomplete files to allow completion of claim processing and construct letters to providers and beneficiaries while auditing incoming claims.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, Between 6:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position, you must have served 52 weeks at the GS-05.
For a GS-07 position, you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Research a variety of complicated transactions to analyze and resolve issues involving payment and denials of claims utilizing automated healthcare claims processing systems, methods, procedures, and techniques.
Possess thorough knowledge of the computer application software environment, including claims processing system, MS Office suite: Outlook, Word, PowerPoint, Excel, Teams, Ensemble DAPER, DATANET, Attachment Retrieval System (ARS), and CRM.
Calculate and verify arithmetical computations and adjustments and transcribing facts and figures based on various supporting documents, forms, rates, pro-rations, potential back payments, and other unique factors and circumstances.
Complete data entry transfer, calculations, and decision disposition utilizing working knowledge of complex types of claims regarding the processing of transactions based on statutes or policies.
Make proper disposition of claims for compensation of medical care and to complete the required auditing, research, documentation, and letters, applying knowledge of medical terminology and the relationship between disease or injury

Physical Requirements: The work is primarily sedentary, with occasional requirements to walk around an office building to meet employees. Most work requirements involve using a computer and standard office automation equipment. The incumbent may need to stoop, bend, reach, or occasionally carry loads up to 20 pounds. Sitting in one location requires long periods in complete transactions, auditing, and research, using a computer with dual monitors and other standard office equipment
