About the Position: This position is located with the US Army Installation Management Command, USAG, Fort Hunter Liggett, Directorate of Public Works at Fort Hunter Liggett, CA. Fort Hunter Liggett is located on the Central Coast of California between Los Angeles and San Francisco. The nearest towns to Ft. Duties

Lead multi-disciplined teams involved in installation asset development such as facility planning, asset evaluation and basic facility requirements. Monitor and manage updates to the Installation Status Report (ISR). Conduct Field Surveys to investigate existing land use, layout, and conditions. Make recommendations to decision-makers based on sound economic analysis. Develop technical materials and conduct relevant working groups. Coordinate and collaborate with installation and higher headquarters staff. Perform administrative and technical project management, to ensure compatibility with the activity master plan. Submit required electronic forms to initiate major military construction projects. Manage, maintain, update, and conduct analysis of data in the Real Property Planning and Analysis System (RPLANS).

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Community Planner: A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience: Bachelor's degree (or higher degree) in a field related to community planning such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and possess at least one-year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. Combination of Education and Experience: Courses equivalent to a major in one of the disciplines, as shown in A above, or a combination of related courses totaling at least 24 semester hours in any combination of the disciplines, as shown in A above, of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes utilization of the techniques and philosophy of professional community planning; using automated systems and programs such as Real property planning and Analysis System (RPLANS), Installation Status Report (ISR), Geographic Information System (GIS), Computer-aided Design and Drafting (CADD), or Information Management systems; demonstrating problem solving techniques to determine courses of action, preparing written documents and briefing local and senior staff members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
