This position is in the Operations branch within the Division of Administration at the Vale District of the Bureau of Land Management, with a duty station at Vale Oregon.

Duties

The primary purpose of this position is to supervise and lead the operation of automotive and industrial equipment mechanics who perform maintenance on sedans, heavy diesel truck tractors, UTVs, rangeland seed drills, drill carts and plows, and heavy earth moving equipment, such as road graders, bulldozers, front end loaders, excavators, backhoes, bobcats, dump trucks, compactors, trailers, water trucks, and essential road building equipment for minor and major non-paved road maintenance/construction operations. Essential duties include evaluating employee performance, directing work, identifying workload priorities, monitoring program budgets, certifying time and attendance, approving leave, and providing direction and oversight on personnel resolution matters. Other operation duties would be managing maintenance and associated records for the district automotive, heavy equipment, and national drill fleet, as well as the inventory of drill parts used to maintain them. Performance would include the necessary administrative functions to comply with policy regarding documentation and reporting of activities on vehicles and equipment in the fleet through creation of maintenance repair requests and/or reports for all work performed on Government owned equipment. Primary location of work is in the National Rangeland Drill Shop located in the Vale BLM District Compound. Duties are primarily shop related, but the nature of the duties require the incumbent to be capable of performing some of the functions themselves to meet the demands of the work, and to monitor work quality. Some of the work will be performed or inspected in the field, and will include hours of driving, and extended periods working outside in the elements being exposed to smoke, dust, wind, heat, and cold. Due to the nature of the this position some limited over-night travel away from Vale, Oregon may be required. There are occasions throughout the year where overtime is available, but it is typically on a voluntary basis.

There is no required length of time of qualifying experience or training. However, your resume must demonstrate enough experience to support the SCREEN-OUT Element of: Ability To Lead Or Supervise.Examples of such experience include: (1) Conducting diagnostic and repair work for a variety of motorized and non-motorized equipment utilizing diesel/automotive diagnostic and repair techniques and/or technologies; (2) Fabricating replacement or substitution components for discontinued or difficult to find parts; (3) Utilizing a variety of computer software/hardware to diagnose, monitor, conduct inventories and to report equipment status; and (4) Coordinating work with supporting or related work functions, establishing deadlines, priorities, work sequences; planning work assignments, setting leave schedules, and evaluating performance of subordinates. Physical Demands: The work is very physical involving the use of fingers, hands, arms, feet, and legs in manipulating, lifting, bending walking, and climbing. Physical dexterity and the ability to work in tight spaces with low or insufficient light, or in adverse environmental conditions (in case of field repair work) is required. Incumbent spends considerable time sitting, laying or stooping in order to perform or inspect maintenance and repair work and to perform the work themselves. Working Conditions: The incumbent duties are primarily shop related, but the nature of the duties require the incumbent to be capable of performing some of the functions themselves in order to meet the demands of the work, and to monitor work quality. Some of the work will be performed or inspected in the field, and will include hours of driving, and extended periods working outside in the elements being exposed to smoke, dust, wind, heat, and cold. The shop environment is noisy, and a hearing protection program is in place. Duties involve working with hazardous substances and personal protective equipment is required.
