Duties
Serve as a Records and Information Management Specialist for the United States Military Entrance Processing Command (USMEPCOM) and its supported Sectors, Military Entrance Processing Stations (MEPS) and Remote Processing Stations (RPS).
Responsible for the administration, coordination, and implementation of the Records Management program for the command.
Determine the requirements and develop/implement all processes necessary to provide for the efficient and economical administrative management and operation of the Records Management program.
Study, analyze and develop ways to improve the Records Management system for the command.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
If filled at the GS-09 level, duties will be performed in a developmental capacity under supervision.

Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
Current students who will graduate no later than 3 months from the close of the announcement..
Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion
Applicants can be selected at the GS-09 level. The target grade of this position is GS-11.
After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years).
To be eligible for conversion to a permanent or term position, Recent Graduates must:
Be a U.S. Citizen
Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
Demonstrate successful job performance.
Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

Specialized Experience Required at the GS-09: To qualify based on your experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Maintaining a records management system; Performing data entry tasks; Updating existing records in a records management system; Retrieving records from records management system when requested. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education Substitution for the Specialized Experience at the GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Management, Records Management or Business Information Management.
OR
Combination of Education and Experience Substitution for Specialized Experience at the GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience Required at the GS-11: To qualify based on your experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Monitoring and analyzing work relative to the development and/or execution phases of the Records Management program; Interpreting Department of Army (DA) records management policies and/or procedures to provide advice/assistance to the Commanders and staff; Ensuring permanently valuable information is preserved and that all other information is retained, reviewed and disposed of systematically; Conducting periodic Records Management surveys to evaluate the implementation and the effectiveness of all aspects of the Records Management Program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education Substitution for the Specialized Experience at the GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Management, Records Management or Business Information Management.
OR
Combination of Education and Experience Substitution for Specialized Experience at the GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
