About the Position: Works under the general supervision of the Section Chief who, as a recognized expert in the specific program areas of geographic information systems (GIS), independently plans, coordinates, and carries out analytical and interpretive assignments of considerable significance. This Position is located at: US ARMY ENGINEER DISTRICT, BUFFALO, TECHNICAL SERVICES DIVISION ENVIRONMENTAL BRANCH, ENVIRONMENTAL DATA SCIENCE SECTION, BUFFALO, NY 14207-3199 H5L8E30

Duties

Plans, coordinates, and accomplishes geospatial related tasks and projects necessary to support the mission. Evaluates the availability and technical adequacy of digital data generated by other government agencies, private sector, learning institutions, SDSFIE and Non-SDSFIE datasets. Works independently with managers, engineers, scientists, and other professionals to identify and develop GIS models and to promote the technology. Advises and provides assistance to engineers and scientists in compiling basic geographic data utilizing GIS software. Determines the technical GIS tools and software required to complete the project. Evaluates contractual proposals, monitors contractors progress, and reviews geospatial products to ensure project requirements are met and that data is in compliance with standards. Serves as liaison with federal, state, and local government, learning institutions, private sector, professional organizations, and other individuals concerned with GIS and mapping. Serves as team coordinator for employees performing mapping and geospatial efforts by monitoring work and monitoring technical production.

Basic Requirement for Geographer: Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: providing support by utilizing concepts, principles and practices applicable to engineering, surveying, photogrammetry, mapping, Geospatial sciences, geographic information systems, remote sensing, and scientific data visualization, and of their applications to Geospatial operations and analysis as they relate to mapping and GIS tasks; participating in contract technical evaluations to insure contractor's technical/professional capabilities and equipment meets the requirement of the contract; maintaining an array of geospatial databases and software packages such as ArcSDE, ArcGIS Server, ArcGIS 3D Analyst, ArcGIS Spatial Analyst, Python, Google Earth or equivalent software. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: GeographyOral CommunicationProblem SolvingProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
