About the Position:
This position is that of an analyst for the Procurement Department's Policy and eBusiness Branch located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies.
This is a Direct Hire Authority solicitation.
Duties
Identify, develop, write, and deliver all required procurement systems training specific to the needs of the DoDEA procurement and requirements workforce.
Serve as system administrator or alternate for various procurement systems, addressing system access and compliance.
Serve as focal point for all procurement related metrics, reporting, and data analysis.
Provide expertise and interpretive guidance for all procurement operations and other DoDEA users.
Develop and update appropriate guides and manuals.
Analyze and interpret relevant data to identify trends, best practices, and opportunities for improvement.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

- This position is subject to the statutory requirements of the Defense Acquisition Workforce Improvement Act (DAWIA).
- The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
- Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military and commercial aircraft.
- The incumbent must fully comply with the provisions of the DoDD 5500.07 Standards of Conduct and DoD 5500.07-R The Join Ethics Regulation.
- Must fully comply with the provisions of the 5 CFR 2635 Standards of Conduct for Employees of the Executive Branch and 5 CFR 3601 Supplemental Standards of Conduct for Employees of the Department of Defense.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes creating and running standard procurement related reports; conducting or presenting data analysis for higher level decision making; creating and delivering user training for procurement systems; providing business advice, guidance, and problem resolution; and providing system administration guidance as well as monitoring system compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
