This position is located with the Finance Department under the Division of Administrative Services with Crownpoint Service Unit in Crownpoint, NM. The incumbent of this position performs a variety of accounting duties, utilizing a professional knowledge of accounting principles and procedures in carrying out assignments. This position will work under the general supervision of the Finance Manager.

Duties

Formulates a variety of financial reports in support of the Indian Health Service (IHS) programs Recommends the establishment of policies and procedures affecting the accounting systems. Advises management on regulatory requirements and changing program operations. Devises accounting structures and procedures to satisfy regulatory or legislative changes. Applies financial data and recommending alternatives to resolve difficult problems. Reconciles cash, accounts receivable, accounts payable, and other general ledger accounts. Corrects all differences between the subsidiary ledger balances and the control account balances in the general ledger. Provides accounting information and guidance to program officials. Develops a segment of an automated accounting system. Prepares procedural instructions for the development or implementation of automated accounting systems. Reviews, analyzes, and validates domestic and/or foreign business industry financial and statistical data.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements for Accounting Series: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Specialized Experience: GS-09: One year of full-time specialized experience comparable in difficulty and responsibility to the GS-07 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples include: Perform moderate accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of an organizations, i.e., applying accounting standards, policies, and requirements; ability to examine, analyze, and interpret accounting data, records, and reports; or ability to assist management on accounting matters; and operate agency accounting systems, i.e. Unified Financial Management System. GS-11: One year of full-time specialized experience comparable in difficulty and responsibility to the GS-09 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples include: Perform extensive professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of an organizations, i.e., prescribing accounting standards, policies, and requirements; examining, analyzing, and interpreting accounting data, records, and reports; or advising or assisting management on accounting and financial management matters; and designing, developing, operating, or inspecting agency accounting systems, i.e. Unified Financial Management System. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education

GS-09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
