Duties

Plans, schedules, coordinates, and conducts engineering facility examinations, reviews, and/or inspections which include conducting condition assessments and transfer inspections. Identify deficiencies relative to design criteria, applicable codes and standards, or state or federal statutes or regulations. Calculate preliminary estimates for repairs; coordinating with internal and external partners; documenting findings in a written report. Identify future needs for the asset investment such as extraordinary maintenance and rehabilitation, and project management planning. Lead Periodic Facility Reviews and peer reviewing Comprehensive Review Reports for high and significant-hazard dams. Lead the review of operation and maintenance examinations for bridges, canals, pumping plants, pipelines, and buildings in accordance with Bureau and Department policies, directives, and standards. Physical Demands: The work is typically performed in an office setting with no special physical demands. However, work may also be performed in the field which involves periods of walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits. The work regularly combines both office and field assignments. Field work requires physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations. Working Conditions: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor. The work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; travel in safety approved small aircraft and watercraft; high winds and low or high temperatures; infestation of dangerous reptiles or poisonous plants, snakes, or insects; adverse weather conditions; noxious fumes; flammable liquids; or radiation. The work involves performing tasks in close proximity to rotating heavy mechanical and electrical machinery and may involve working within confined spaces for extensive periods of time. Special safety precautions such as protective clothing and gear are necessary. Safety precautions and protocols are observed at all times and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

BASIC REQUIREMENT FOR CIVIL ENGINEER: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience: performing professional civil engineering work. This experience included the following: (1) assisting routine engineering analyses; (2) participating in engineering design studies/projects; (3) preparing basic engineering documentation; (4) drafting/monitoring project plans. OR -- You could otherwise qualify on the basis of Education having successfully completed 1 full year of graduate level education. OR -- Superior Academic Achievement in undergraduate studies OR -- I have Completed of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering or have A combination of education and specialized experience listed above totaling at least 100%. For example, 6 months of specialized experience (50% of the experience requirement) and 9 hours of graduate study (50% of the education requirement) would qualify an applicant for this position. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service :(1) conducting engineering analyses in the areas of construction management, geotechnical, highway, hydraulics, hydrologic, or structural engineering; (2) creating and/or completing engineering designs; (3) drafting technical documentation of engineering assignments; (4) performing project management to include contract administration, compliance and/or database operation. OR -- You could otherwise qualify on the basis of Education having successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-11, you must possess one year of specialized experience that shows (1) planning, scheduling, coordinating and conducting engineering facility examinations, reviews, and/or inspections which include conducting condition assessments and transfer inspections; (2) identifying future needs for the asset investment, such as extraordinary maintenance and rehabilitation, and project management planning; (3)leading the review of operation and maintenance examinations for bridges, canals, pumping plants, pipelines, and buildings in accordance with policies, directives, and standards; (4) working with Contract Officer to implement and administer a variety of assigned contracts, including construction contracts, service contracts, and interagency agreements. OR --You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR -- You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-12, you must possess one year of specialized experience that shows your ability (1) overseeing and coordinating construction management teams (construction control inspectors, materials testing technicians, surveyors, contract administrative personnel) for construction of civil structures and facilities; (2) performing project management of civil structures and facilities, through all five phases including initiating, planning, executing, monitoring and controlling, and closing; (3) balancing competing project constraints including scope, quality, schedule, budget, resources, and risk; (4) developing and maintain effective professional relationships with stakeholders and contractors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/20/2023.
