This position is within the Department of the Interior (DOI), Bureau of Land Management (BLM), HQ-500 Directorate of Information Technology (IT), Division of Interagency Fire and Aviation IT (IFAIT) Support (HQ-590).

Duties
Serves as senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives for Interagency Fire and Aviation IT (IFAIT) Support.
Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution.
Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes and recommendation on issues which cross functional lines.
Manages implementation of program/project management; strategic/workforce planning; budget formulation and justification; quality improvement methods and initiatives; and financial analysis.
Responsible for the implementation and administration of system engineering services, software development, analysis, design testing and project management, in coordination and compliance with BLM and DOI requirements.
Coordinates with Interagency Fire, State, Local, Federal Fire partners and the HQ-500 IT leadership team and other IT advisory groups.
Implements assured delivery of BLM's enterprise IT mission services and associated artifacts.
Provides advice, counsel, or instruction to employees on work and administrative matters.
Develops performance standards and evaluates work performance of employees.
Plans work to be accomplished by subordinates.
Improves or increases the quality of the work supervised.
Develops priorities for effective use of resources.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: experience in leading IT teams in a highly complex environment, including system engineering, systems development, implementation, operations, maintenance, and support at a national level. Experience in leading and responding to IT related incidents including maintaining, evaluating, coordinating, communicating, and restoring service to critical mission services across the organization. Experience leading change and innovation while limiting impact to users, programs, and critical services in a geographically diverse user and employee environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
