This position performs analytical & operational work in support of the Commercial Services Program. The incumbent independently performs, or may assist a higher graded specialist, in a variety of standardized functions that support the Commercial Services Program, where the requirements are typically well-defined and have precedent.

Duties
The major duties of the Concessions Management Specialist position include, but are not limited to, the following:
Develop plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations (CUA), and Special Use Permits (SUP).
Conduct evaluations of commercial services and facilities to determine if they meet requirements and regulations.
Evaluate and analyze financial reports and statements using basic accounting principles.
Composing written documents, reports, and correspondence related to concession contracts, CUAs and SUPs.
Make oral presentations on technical concepts for an audience with varied viewpoints or goals, to promote or defend the agency's activities or goals, and gain cooperation regarding commercial services.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for the Concessions Management Specialist at the GS-09 grade, you must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Participate in developing plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations; 2) Conduct evaluations of concession operations and facilities to determine if they meet requirements and regulations; 3) Compose written documents, reports, and correspondence related to concessions and commercial services; 4) Respond orally to inquiries regarding the agency's activities, mission and goals. You must include hours per week worked on your resume.

EDUCATION:
Successful completion of at least a master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, LL.B., or J.D., related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. You must include transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE:
Successful completion of a combination of education and experience as described above. To combine education and experience, first take graduate education in excess of 1 full year. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts and hours worked per week annotated in resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
