You will serve as an INVESTIGATOR/COMPLIANCE OFFICER in the Command Evaluation and Review Office of PEARL HARBOR NSY AND IMF.

Duties

You will conduct administrative investigations into misconduct at the Shipyard and audits/reviews into various shipyard programs, operations, and processes to ensure they are in compliance with regulations. You will gather, organize, and interpret complex information and possess necessary analytical skills in order to determine facts/findings, and clearly communicate complex facts and analysis both orally and writing. You will apply soft skills in order to gain cooperation and trust of various stakeholders to achieve a common understanding to reach mutually beneficial solutions. You will serve as a Subject Matter Expert regarding investigative rules, strategy, and techniques and advising Shipyard mangers regarding the same. You will review investigation-related work product and other documents produced by coworkers, shipyard managers, including high-level managers. You will You will research laws, regulations, policies and case law. You will apply strong communication, negotiation, conflict resolution and similar skills such as high emotional intelligence.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) conducting investigations (e.g., gathering facts using appropriate investigative techniques and analyzing evidence against applicable laws and standards) into fraud, waste, and abuse or related civil administrative or criminal matters to determine, identify, or confirm suspected wrongdoing or deficiencies independently, and (2) producing formal written work that clearly communicates complex facts, analysis, and legal conclusions to individuals, including high-level managers and other federal, state, and local agencies independently. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) conducting investigations (e.g., gathering facts using appropriate investigative techniques and analyzing evidence against applicable laws and standards) into fraud, waste, and abuse or related civil administrative or criminal matters to determine, identify, or confirm suspected wrongdoing or deficiencies under some to minimal supervision, and (2) producing formal written work that clearly communicates complex facts, analysis, and legal conclusions to individuals, including high-level managers and other federal, state, and local agencies under some to minimal supervision. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR

A combination of experience and graduate education as described above that equates to one year of experience
