The Program Analyst provides comprehensive administrative and managerial assistance to the EMS Department at the VA Palto Alto Health Care System. Included in the responsibility is the performance of the duties for Palo Alto, Menlo Park, and Livermore divisions and the community Based Outpatient Clinics (CBOC's).
Duties
The major duties below are not limited to:
Independently plans organizes and implements an aggressive and recreative recycling Program
Obtains information from other recyclers and literature/websites on markets and pricing.
Conducts cost analysis and feasibility studies and Selects items for collection
keeps abreast of current and pending legal policies and Procedures
Maintains current and projected revenue and data
Recommends contracts for sale of recyclables which generates program revenue.
Monitors and records and prepares reports as required.
Keeps records and inventory for compliance regarding chemicals utilized in regards to waste management
Reports daily work performance and waste management effort by EMS staff
Develops, coordinates and presents public information and education program and promotional materials on waste reduction and recycling.
Knowledge of Green Tracker Software for reporting data .
Measures employee training
Must have practical knowledge of scrap and salvage business
Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Waste management work is routed to the incumbent with generally no special instructions and with the expectation that objectives will be accomplished. Expected to complete the work without direct supervision. The EMS assistant Chief is available for advice and support. Communicates and coordinates with sanitation unit supervisors for adequate waste management. Manages reports and information needed to report the public information.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of facility resources and programs, relationships with professional societies and volunteer groups, government agencies and external bodies; knowledge of DOD and Indian Health Services health policies and practices; ability to reconcile contradictory requirements and coordinate clinical and administrative services; knowledge in budget, personnel and procurement; ability to communicate effectively orally and in writing; ability to analyze problems and establish priorities; ability to apply management tools and techniques. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED. ) OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree to meet the requirements for the GS-11.
