The primary purpose of this position is to perform duties as senior accounting technician in resolving complex
problems, developing and revising accounting procedures, and providing liaison functions between base organizations and
the Defense Finance and Accounting Service (DFAS).
Duties
1. As the senior technician, receives, reviews, and classifies complex transactions where guidelines lack specificity to requirements, circumstances, or problems and/or frequently change.
2. Maintains, reconciles, and closes accounts involving a variety of transactions.
3. Analyzes and examines accounting data and accounts to resolve complex, nonstandard transactions, complaints, or discrepancies.
4. Prepares reports and performs or oversees other miscellaneous technical tasks in support of the accounting function.
Requirements
- This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall
comply with the requirements.
- The actual work performed in this position has been reviewed and determined that it does not meet any of the
exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
- Must be available to support movility or Readiness Center operations in an exercise or contingency situation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Specialized experience is experience such as examining, verifying, and/or maintaining accounting transactions, payroll records and reports, and budgeting documents.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of an extensive body of accounting regulations, practices, policies, and procedures to understand and work with an identifiable segment of an integrated double-entry accounting system for travel and the data system(s) used to support civilian pay actions.
2. Knowledge of accounting files, listings, and document control systems as well as the relationships between accounts and the effect of debit and credit entries on the system of accounts.
3. Knowledge of account codes for travel related to an automated system and the requirements for processing transactions in an automated system.
4. Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of personal computer or terminal.
5. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
