The VA Finger Lakes Health Care System is recruiting for one Supervisory Licensed Professional Mental Health Counselor (LPMHC) for the Psychosocial Rehabilitation and Recovery System Center (PRRC) and Mental Health Intensive Case Management (MHICM) Programs. The incumbent is responsible for the professional, technical and clinical functions of the PRRC and MHICM programs. The incumbent will supervise employees assigned to the program and coordinate staffing, assignments and treatment services.

Duties

Major Duties: Interprets policies, directives, and memos from the VA Central Office, VISN 2 and the Medical Center in order to assure adherence by program staff. Interprets regulations and guidelines governing each of the programs to the facility staff. Develops, revises and maintains polices and procedures relevant to the community programs. Oversees the provision of services in the serious and complicated cases and carries full professional responsibility for program functioning. Coordinates administrative, clinical, and quality improvement activities. Motivates employees and direst work with regard to performance improvement initiatives. Observers workers' performance and provides continuous feedback to employees. Directly supervises the multidisciplinary staff assigned to Behavioral Health (BH) Community Programs including psychologist, social workers, nurses, peer support, paraprofessional and administrative/clerical staff. As the Program Coordinator, develops work improvement plans, recommending personnel actions as necessary, and provides counsel to workers related to work and administrative matters. Ensures that all personnel transactions adhere to union contracts, EEO and ADA guidelines. Establishes guidelines and performance expectations for the staff and completes performance appraisals on time. The incumbent initiates rewards and recognition for superior performance. Monitors workload data and service demands meeting local, VISN and National benchmarks. Performs chart audits on patient records to monitor interdisciplinary staff compliance and organizational recommendations. Addresses and appropriately responds to complaints from Veterans and stakeholders. As a member of Behavioral Health leadership, participates in BVAC strategic planning, developing short- and long-term range plans for the BH community Programs. Participates in scheduled program manager meetings, special committees and initiatives related to the successful operation of BH Community Programs and the Veterans they serve. Represents the BH Community Program in interactions with stakeholders including outreach and presentations to consumer groups, Veterans' service organizations, and professional audiences. Responsible for the management, administration, and clinical oversight of the assigned program. Must posses a wide range of concepts, principles, and management practices and must possess skill in applying this knowledge to difficult and complex situations. Responsible to organize work, set priorities, meet multiple deadlines and evaluate the program. Must have knowledge of VA administrative procedures relative to personnel actions, control point and fiscal management. Aid in the professional development of staff in the assigned programs, identifying training needs and making provision for continuing education, training and development. Writes policies and operating procedures for all assigned program operations. Attends to and resolves Veteran patient and/or family concerns and complaints about the programs. Assures compliance with VA, CARF, applicable State or Joint Commission regulations, and Life Safety Code standards, and assures annual re-inspection for continued compliance. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Assignments. At this level, LPMHCs administratively supervise their licensed staff and/or graduates and are considered LPMHC subject matter experts and may serve as the discipline lead. LPMHCs may provide treatment to patients. They direct the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff. Their experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: 1. Ability to administratively supervise other providers and conduct meetings. 2. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. 3. Ability to establish and clearly communicate guidelines and performance expectations for staff. References. VA Handbook 5005 Part II Appendix G43 Physical Requirements.
