Duties

This position serves as the Cartographic Technician for the Division of Lands and Minerals, Branch of Lands and Realty within the Utah BLM State Office. Uses Geographic Information System (GIS), Global Positioning Systems (GPS), and other tools and databases as necessary. Monitors submittals for quality control of Public Land Records to ensure accuracy. Manages records notation requests to determine suitability for notation to the BLM's Public Land Record System. Analyzes large spatial and tabular data sets to identify and resolve error patterns, parcel slivers, and overlaps, appropriate parcel object inheritance, rules for adjustment, etc. Assists with technical support and troubleshooting the field mapping projects utilizing Global Positioning Systems and digital imagery for accurate map content and symbolization. Creates database queries and maps products in different digital file formats. Assesses BLM Utah's needs and determines optimum methods for full automation of master title plat (MTP), historical plat (HI), controlled document index (CDI) records, and survey plats and notes.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: The incumbent must be qualified to operate a motor vehicle. This work may require the operation of a motor vehicle on both public and private roads during daylight hours and occasionally after dark. A valid state driver's license is required. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-07 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-06 level equivalent in difficulty and complexity to perform the duties of a Cartographic Technician. Qualifying specialized experience includes: developing and maintaining files, digital data layers and generate map products; reviewing source material for accuracy and correcting errors; processing data using computer-assisted systems; and assisting staffing specialist in creating, editing, and correcting digital data or map information. OR Education: To qualify based on education you must have one (1) full year (18 semester hours) of graduate-level education in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. To qualify at the GS-08 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Cartographic Technician. Qualifying specialized experience includes: assisting in conducting research to locate and obtain information from existing databases and compile geographic data from a variety of sources; developing and maintaining map data, special map products, and digitizing data; evaluating geographic data for spatial accuracy and correcting errors; and assisting staffing specialist to coordinate and implement local GIS activities. OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate education in excess of 18 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The physical requirements of the position are normal for an office environment. The work will require extended periods of standing at a digitized tablet or light table, scanning, sitting at a computer workstation and plotting maps. Work Environment: Typically, work is performed in a normal office setting.
