This position is located in the Continuity of Operations (NNC) organization of the Office of Security and Continuity of Operations (NN), Chief Administration Officer (N), Bonneville Power Administration.
A successful candidate in the Emergency Management Specialist position will serve as a senior BPA emergency management specialist and technical expert on planning and coordinating matters related to the emergency management program and COOP throughout BPA.
Duties
As a Emergency Management Specialist, you will:
Establish and monitors emergency management and Continuity of Operations plans and programs tailored to meet specific BPA needs for a number of locations and a variety of program situations and special circumstances
Plan for significantly new or far-reaching emergency management and COOP program requirements that may have region-wide implications.
Recommend methods for enhancing the efficiency of emergency management systems through modifications and applications of evolving technology.
Establish criteria for identifying and analyzing trends in Continuity exercises and planning, including emergency management activities and in measuring organizational effectiveness in achieving continuity objectives and goals.
Develop policies for the BPA for emergency planning, preparedness, and response and for COOP.
Coordinate emergency management drills and exercises and training programs for BPA personnel.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience for this position is defined as: (1) Developing, updating, Interpreting, and promoting deliberative continuity and emergency response plans; (2) coordinating across business lines to insure that continuity and emergency response plans are kept up to date and exercised according to established regulations; (3) planning the preparedness and readiness of the agency's or organization's response to emergency incidents to include coordinating with partners to test, training and exercise; (4) Interpreting policies and recommending plans for enhancing the efficiency of the continuity and emergency management program ensuring compliance with established regulations (e.g. Department of Energy (DOE), Department of Homeland Security (DHS), and Federal Emergency Management Agency (FEMA), as well as the National Response Plan (NRP), and Federal Continuity Directives (FCD)); (5) researching and recommending innovative strategies when plans do not exist in response to unique emergency situations and incidents.
