Duties

Major Duties but not limited to: Provides leadership, in conjunction with Whole Health Program Manager and Whole Health Clinical Director, to WHS, clinical and non-clinical staff. Provides direction and oversees implementation of OPCC & CT and VISN initiatives related to the WHS. Reviews associated integrative health initiatives and serves as content expert as programs relate to the whole health coaching program. Serves on the whole health strategic planning or steering committee and oversees strategic plan, goal setting, and monitoring and evaluation of facility outcomes. Provides high level professional and management support of specialized activities directly supporting the Whole Health System (WHS) monitors and establishes procedures to contribute to the improvement of whole health outcomes for Veterans. Provides leadership, guidance, and technical assistance to ensure all activities of Whole Health at the VHA facility are closely coordinated in order to ensure effective integration of the WHS activities. Responsible for developing and supporting the proactive training initiatives under the Whole Health System. Conducts personnel needs assessment related to training needs of multi-disciplinary professional and non-professional staff for implementation of WHS activities. Oversees development of WHS messages and develops training support materials for staff educational needs. Maintains contact and establishes relationships with external local and national community service organizations supportive of mission of VISN, medical center, and Whole Health System. Directly supervises program staff, interviewing candidates, and recommending appointment or reassignment of positions. Establishes guidelines and performance expectations for staff. Tracks, monitors, and evaluates WHS professional staff competence in areas related to whole health coaching and complementary and integrative health approaches to care. Ensures all policies and procedures are in compliance with VHA regulations, Central Office directives, VISN guidelines, Medical Center policy, Union Master agreement, professional guidelines and all accrediting and regulatory agencies. Works closely with the WHS Clinical Director, Whole Health Program Manager, Health Behavior Coordinator as well as coordinators of MOVE!, Veterans Health Education, employee wellness, and other program offices to integrate newly developed program activities with existing activities of other services an departments. Supports implementation and coordination of Whole Health groups, one-on-one Health Coaching, and the development of new targeted self-management group offerings. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (IOR): Basic Requirements: Degree: Behavioral or social science; or related disciplines appropriate to the position; (must upload transcripts) Your degree conferral date must be listed on the transcript. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; (must upload transcripts) OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education as indicated below. (must be in resume) GS-11 You may qualify based on your experience and/or education as described below: Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to; healthcare trends, program goals, health care management, Board Certified Health and wellness coach, Leadership experience. (must be in resume) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (must upload transcripts) 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (must upload transcripts) OR. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. (must upload transcripts) You will be rated on the following Competencies for this position: Administration and ManagementDecision MakingEducation and TrainingProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The nature of the work for this position is primarily sedentary and there are no unusual physical demands involved with completion of duties. Some travel is required.
