The primary purpose of this position is to serve as an Air Combat Command Program Manager responsible for the cradle to grave support, program management, and contract oversight of Combat Air Forces (CAF) Training Systems (TS) from concept to acquisition, through field deployment, sustainment, modification, technology refreshment, and final disposition.

Duties

Logistics Program Management. Exercises program management responsibility for directing, developing, and implementing logistics requirements supporting the acquisition, modification, rebasing, sustainment, and final disposition of CAF training systems and related equipment. Logistics Planning. Manages, evaluates, and coordinates the development and execution of Logistics Support plans for assigned CAF Training Systems and related equipment that often encompass new technologies and complex fielding requirements. Logistics Analysis. Analyzes, evaluates and reviews proposed and existing logistics support policies and related program issues critical to Air Combat Command. MAJCOM Training Systems Technical Advisor. Provides technical advice to senior leaders, MAJCOM functional area managers (FAM) and program element monitors (PEM) in the acquisition, maintenance, modification, operation, and use of complex and sophisticated aircrew and maintenance training systems and equipment. Contract Management. Responsible for complex, high value Training System contracts supporting major weapons system training programs. Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range Implementation of major Air Combat Command TS programs.

  • Frequent TDY travel required to attend conferences, meetings, and other functions away from the duty site.

  • The employee is required to file an annual financial disclosure statement.
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistic concepts, principles, and practices related to the training systems and equipment. Practical and theoretical knowledge of training systems equipment requirements and functionality and skill in applying this knowledge to difficult and unusual acquisition, modification, sustainment, and logistics support situations. Knowledge of Training System and equipment technical design and functionality. Knowledge of command and HAF policies, regulations, and precedents applicable to Aircrew and Maintenance Training systems, training resources and life-cycle management and sustainment. Knowledge of training system management and sustainment program goals, sequences of key events and evaluation methods. Knowledge of Air Force contracting policy and procedures. Knowledge of military command structures, missions and programs for organizations involved in training systems management and sustainment activities. Knowledge of regulations and practices pertaining to planning, programming, and budgeting for contracted training support function. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of all aspects of life cycle Logistics Support; logistics management principles, concepts, policies, and regulations; logistics functions; programs and systems; and a detailed knowledge of sustainment and technical requirements (operation, modification and support) for Training System equipment. Knowledge of business practices and market conditions applicable to training system acquisition requirements sufficient to serve as a MAJCOM Program Manager for acquired/assigned Training Systems. Knowledge of Air Force contracting policy and procedures, and government and agencyspecific Training System guidelines and business practices, including statutes, regulations, and directives. Knowledge of CAF training policy and implementation as it applies to Training System operations. Knowledge of Air Force PPBS process and application and ability to stratify resources against approved Training System programs; to plan, present, and execute funding; to analyze budget impacts on programs; and to forecast longtern1 funding requirements. Knowledge of the relationship of various Air Force entities involved in overall program planning and of the sequence and timing of key operational events and milestones. Skill in conducting and reviewing comprehensive Training System studies and developing solutions to broad command operational training issues. Ability to organize and lead study teams with members from different organizations and commands to review, analyze, and evaluate Training System logistics programs, contracts, and program management issues to resolve problems, and to develop innovative solutions to meet critical deadlines in a time constrained environment. Ability to develop, prepare, coordinate, staff, and implement MAJCOM level policies, procedures, programs, and directives, and to communicate effectively with senior leadership to implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
