Duties

Monitor the effectiveness of explosive policies and procedures within home station and deployed locations that present potential safety and health hazards to employees, civilians, contractor personnel, and the host nation public. Prepare and maintain licenses for explosives operations and ammunition storage for unit's ammunition facilities. Conduct periodic on-site review and analysis for activities for compliance with safety requirements. Responsible for specific actions that are designed to improve and control the explosives safety performance of the Division and subordinate unit activities. Investigate ammunition and explosive accidents and incidents, and weapon-related accidents and incidents. Coordinate with all levels of management, both within the Division, up to USATCES and Department of Army, as well as Garrison Staff, senior engineers, test directors, health physicists, and industrial hygienist personnel. Prepare explosive safety site plans and safety submissions for routing through higher headquarters, U.S. Army Technical Center for Explosives Safety (USATCES), for Department of Defense Explosives Safety Board (DDESB) review and approval.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret Security Clearance.
  • This is a Fire, Occupational Health, and Safety career position. Incumbent must be in possession of the Professional Certificate Safety Occupation Health Level 1 (PCSOH) and the Professional Certificate Explosives Safety Level 1 (PCES1) certificates.
  • Incumbent must complete all required training and achieve the Professional Certificate Explosive Safety Level 2 (PCES2) within 12 months, or prior to deployment, as outlined in the 0018 job series Master Training Plan.
  • Continuous education and training are required.
  • Work requires frequent onsite surveys with prolonged standing, walking, crawling, climbing, bending, crouching, stretching, reaching and other physical movements. May traverse rough terrain.
  • This position is designated as Emergency Essential.
  • This is a deployable Department of the Army Civilian position. As such, incumbent must pass an Initial and annual medical examination and receive/maintain up-to-date required immunization for the overseas or deployed location.
  • May be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when deployed or in field conditions. Standard TA50 equipment will be issued per local requirements.
  • Must obtain and maintain a valid stateside driver's license.
  • Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
  • Percentage of time spent TDY is up to 50 (CONUS/OCONUS).
  • This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the employee must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
  • Must be able to qualify individually on common tasks selected by the supervisor from the Unit's Mission Essential Task List (METL). Weapons Qualification and NBC Training may be required annually and as necessary to meet expeditionary requirements.
  • Must be able to obtain an official government passport.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). This is a Fire, Occupational Health, and Safety career position. Incumbent must be in possession of the Professional Certificate Safety Occupation Health Level 1 (PCSOH) and the Professional Certificate Explosives Safety Level 1 (PCES1) certificates. NOTE: You must submit copies of the certifications. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
