Duties
The primary purpose of this position: As Range Operations Officer, performs the Government's duties and responsibilities in operating the Bombing and Gunnery and Fire Suppression/pre-suppression portion of the Dare County Range. Monitors and evaluates the quality of services rendered by the Contractor when performing operations, maintenance, and support of the Bombing and Gunnery and Fire Suppression function. May also serve as an alternate Quality Assurance Evaluator for the Electronic Combat Function.
Duties:
Serves as the Range Control and Operations Officer.
Provides Bombing and Gunnery Range management support.
Participates in the development and implementation and ensures compliance with a Comprehensive Quality Assurance Surveillance Plan to effectively monitor and evaluate contractor performance relative to range control, operations, and maintenance; land and facility management; as well as safety, security, and environmental requirements.
Serves as primary point of contact for resource protection and reporting. Ensures required B&G Government-furnished services are provided to the Contractor through request and coordination with base support activities.

Qualifications
Lautenberg Amendment: This position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes extensive technical knowledge of B&G range operations and computer systems, i.e. electronic scoring, laser operations, radar equipment, ground operations, aircraft types, airborne operations, ordnance types and deliveries, training devices, flight and ground safety, and assigned systems and equipment configurations, operating characteristics for range operations, range and target maintenance, modification procedures, security practices, and skill in applying this knowledge to develop a quality assurance surveillance plan for evaluating contractor's performance. Knowledge of tactical and conventional delivery of air-to-ground ordnance is required to maintain certification as Range Control Officer. Knowledge of command instructions and manuals applicable to range operations, communications procedures, pattern safety, crash and rescue procedures, fire fighting, evacuation, and range record keeping; broad knowledge of contracting policies and principles and the Federal Acquisition Regulation to review and analyze Contractor results, determine appropriateness of other-than-normal charges, and to document substandard performance to protect the interests of the Government; and knowledge of planning, budgeting, and coordinating both long and short term range management activities including facility improvements. Familiarity with Government funding, billing, and supply procedures to facilitate long range planning and procurement.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of operation, maintenance and support of Bombing and Gunnery Range scoring systems/equipment such as: DAH-3 ACOUSTI-SCORE, WISS, M2 Scoring Software, LSTSS, LESM and various radios. Ability to manage, supervise or control operations on an air-to-ground range (i.e., ROO duties). Ability to obtain and maintain certification as a Range Control Officer.
Knowledge of tactical and conventional delivery of air-to-ground ordnance. Knowledge of Laser operations. Knowledge of targets, sighting devices, and ordnance types. Knowledge of quality assurance principles, practices, and procedures.
Ability to conduct and record surveys and inspections and evaluate findings. Ability to collect data, analyze data and reports, and make decisions/recommendations based on facts. Ability to justify, defend, and negotiate Government issues. Ability to interpret specialized documentation and descriptions pertaining to range equipment.
Knowledge of billing procedures for local purchases and reimbursements. Knowledge of facilities/land management and environmental/cultural restrictions.
Ability to monitor budgets and inventories to support and maintain range operations. Knowledge of long-range planning for capital improvements. Knowledge of Governmental accounting budgeting, and supply systems.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
