The primary purpose of this position is to perform a variety of duties encompassing classifying accounting transactions; maintaining and reconciling accounts; closing accounts and preparing reports and statements; and analyzing accounting data; and examining accounts. The Accounting Technician performs accounting transactions that may include verifying the accuracy and completeness of the accounting data, determining the general ledger accounts.

Duties

Major duties include but are not limited to: -Reviews and analyzes documents for accuracy and proper authorization, draws conclusions and makes recommendations. -Reconciles agent cashier transactions and reviews requests for replenishment, processes transactions for patient funds, general post funds, employee and veteran payments etc. -Responds timely to Fiscal Suspense items, reviews and sorts incoming mail and distributed correctly. -Ensures all VA Files are maintained on Fiscal Service drives and saves work in accordance with established naming conventions. -Performs audits and reconciliations of financial transactions and is able to draw conclusions about the transaction or process that resulted in a finding. -Reviews obligations for accuracy and ensures adequate supporting documentation, proper costing and adequacy of funding. -Performs audits as assigned such as payroll, General Post Funds, Employee accounts, voucher and accounting transactions, Beneficiary Travel etc. -Audits employee travel vouchers and is able to assist travelers with travel requests and questions through an understanding or by researching travel regulations. -Researches VA Financial policies, handbooks, directives, Treasury laws and regulations. -Initiates payments, obligates purchase orders, prepares and approves deposits, prepares bills of collection and performs reconciliations of financial transactions and general ledger accounts. -Processes and ensures appropriate use of 2237/1358 and purchase card requisitioning methods. -Reconciles and records daily transactions reviewing and monitoring accuracy of payments and transactions to the respective obligation. Work Schedule: Full Time - Monday-Friday - 8:00am-4:30pm - Subject to change based on the needs of the facility Telework: Available - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization as described below: -Works well with short notice provided, -Changes change focus immediately based on needs of the facility. -Practices attention to detail. -Works with numbers and spreadsheets. -Performs customer service skills needed to work with frustrated and confused Veterans about travel pay inquiries. You will be rated on the following Competencies for this position: AccountingAuditingControl of Funds Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary.
