The VISN Chief Mental Health Officer managerial duties and responsibilities requires active engagement at the senior management level, and involve significant and final recommendations/decisions, which have a direct and substantial impact on the delivery of mental health services throughout VISN 23, its facilities, and community partners. The work product directly affects VHA's implementation of its mental health initiatives.

Administrative/Management Responsibilities:
Directs and manages a large and complex VISN mental health care system with oversight of all mental health programming at 8 VA Health Care Systems (10 medical center campuses) and their affiliated CBOCs. Responsible for a full continuum of outpatient, residential, and inpatient mental health services in VISN 23 facilities throughout Minnesota, Nebraska, Iowa, North Dakota, South Dakota and parts of surrounding states. Coordinates/influences the demographically appropriate, integrated delivery of a broad array of mental health services to a large, rural, highly rural and urban, geographic area.
Has major and significant impact on the overall functioning of the VISN by collaborating with healthcare executives in creating the organizational vision and mission. Actively participates at the senior management level within the VISN in overall planning, problem solving and decision making about healthcare services and organizational priorities. The incumbent serves as Chair, VISN Mental Health ICC Subcommittee, VISN Healthcare Delivery Committee (HDC), and standing member of the VISN Executive Leadership Council (ELC) representing mental health services on these and other VISN-level committees, subcommittees, or workgroups. Works collaboratively with VISN and facility leaders and participates in decision making, resource management, and information sharing during the VISN meetings.
Leads VISN 23 Mental Health ICC efforts to ensure productivity and efficiency, collaborating with VISN Chief Financial Officer and Business Implementation Manager, in strategic planning, program implementation, customer focus, and team-based management. Accepts substantial and continuing responsibility and accountability for developing and achieving goals that address patient and staff satisfaction, quality, cost, and efficiency. Facilitates an integrated, efficient approach to mental health care in the Network by developing VISN guidance with respect to service delivery, resource requirements, data capture, and productivity.
Clinical Consultation Responsibilities:
Consults with and serves as a resource for other professional staff concerning the need for the development of mental health services.
Utilizes comprehensive knowledge of clinical disease states, diagnoses, and treatment modalities to evaluate the adequacy of mental health programs in the Network.
Obtains and encourages others to receive training in current evidence-based practices.
Helps develop monitors to assess the quality of mental health care.
Offers consultation to providers regarding a full range of therapeutic interventions including screening, assessment, and evidence-based therapy. Knowledge of, and ability to apply, advanced mental health theories and techniques to the full range of patient populations throughout VISN 9 (may provide clinical services).
Has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests, and points of view (e.g., Department of Defense, Veteran Mental Health Councils, Veteran Service Organizations, VA officials, Community Partners, University affiliates and Congressional Liaisons).
Academic/Teaching/Training:
Supports relationships with affiliated Medical Schools, Schools of Psychology, Social Work and Nursing, and other educational institutions.
Provides consultation and education to interested persons on mental health issues (e.g., Medical Center Directors, Chiefs of Staff, Community Leaders, Veterans and Family Members)
Provides clinical consultation to various disciplines and levels of training within VISN 23 mental health programs.
Provides support/consultation for facility Mental Health Training Programs and Training Committees.
Provides leadership, guidance, and consultation on staff education and development for a broad array of mental health topics.
Mentors and trains others, including Executive Leadership positions.
Actively participates in local, regional, or national professional organizations.
Research/Program Evaluation:
Oversees the establishment of program monitors and outcome measurements within programs using data-driven quality assurance processes.
Consults with others to stimulate new research directions. Assists in developing studies and/or reviews to analyze problems or trends in depth. Recommends corrective action when necessary.

Qualifications
All requirements must be met by the closing date of this announcement.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Must possess a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level.
English Language Proficiency: Candidates must be proficient in written and spoken English to be appointed.
Grade Determinations:
Social Work Program Manager, GS-15
Experience/Education. The social work program manager at the GS-15 grade level must have at least four years of experience as a VA clinical social worker with at least one-year equivalent to the GS-14 grade level. The social work program manager must evidence possession of progressively higher supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. The individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification.
Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must fully meet the KSAs for the GS-14 grade level and demonstrate all the following professional KSAs: (a) Ability to manage and direct unusually large interdisciplinary programs, complex organizational units, apply effective management practices, plan, design, implement, and evaluate a program(s) that encompasses a wide range of facility/healthcare system/VISN/CO activities.

Ability to oversee issues related to budget projections and participate with senior leaders from the governing body, management and staff in upholding the facility mission, vision, value and strategic plan to include directly interacting with elected officials on VA related issues/concerns (i.e., members of Congress, Veterans Service Organizations, State and Local entities).
Knowledge in establishing policy, procedures and quality monitors while considering multiple priorities, funding sources, and varying resources.
Skill in assessing need for basic and complex services across multiple programmatic patient care venues, coordinate and expand the efforts of multiple program elements across a complex system.
Knowledge to complete all program evaluations and documents required by the medical center, VISN and VHA Central Office, ensuring compliance with appropriate accrediting bodies such as The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), and Association for the Accreditation of Human Research Protection Programs (AAHRPP).
Ability to orient, teach and serve as a consultant to other medical center staff and trainees and assists in their formulation of the clinical social work characteristics and appropriate treatment expectations regarding Veterans, family members and caregivers.
Skill in balancing responsibilities in a complex environment and to work with great autonomy, set priorities and delegate tasks, meet multiple deadlines; analyze complex organizational problems and develop and implement effective solutions for those problems.
Ability to promote and effectively manage a culturally diverse workforce which embraces the values and needs of all individuals through long-term commitment, strategic and business planning, education, experience which broadens the mindset and by fully managing human resources.
