Duties
Serve as an expert analyst and advisor to senior level management on procurement policy related issues, plans, reports, and programs.
Study current and proposed policies and assess impact on contracting processes, procedures, systems, and data, as well as on customer and supplier operations.
Attend briefings and plan conferences to discuss matters of DoD-wide or DLA-wide significance.
Participate in planning for anticipated, planned, or approved changes in contracting missions, objectives, concepts, and regulatory guidance.
Develop approach for implementing policy changes and coordinate actions with other process and/or operations areas, as needed.
Conduct special studies and projects, evaluate and analyze results, and report to senior leadership.
Prepare written guidance, correspondence, briefing materials, and Standard Operating Procedures (SOPs).
Develop procurement plans and perform quality reviews of contracts and contracting actions for a variety of supplies and services.
Provide on-site training to the contracting staff to ensure compliance with all procurement rules, regulation, policies, and laws.

Qualifications
To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Basic Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Interpreting and implementing contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of contracting requirements to analyze and evaluate application of policies, procedures, and processes.
Interpreting and advising on a very broad range of contracting methods (including contract administration), concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the procurement process.
Interpreting procurement process interrelationships, performance critical data, and metrics, to independently analyze the effectiveness of the procurement process.
Utilizing applications related to the procurement process including system functionality and business capabilities combined.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
