The primary purpose of this position is to assist the Resource Management Flight Chief by performing budgeting, accounting, financial analysis and oversight for all Force Support Squadron activities; including activity management advisory services, control officer, disbursement of funds, budget oversight for Appropriated and Non-Appropriated Funds (APF/NAF), and resource advisory services.

Duties

Performs budget formulation and execution work involving research, preparation, analysis, and presentation of detailed information for capital fund, annual, and/or multi-year budget estimates for revenue generated organizations to ensure appropriate management of key squadron programs. Reviews NAF (e.g., income and expense, capital requirement, and cash flow) and APF budgets of all supported Force Support activities/programs. Conducts analyses, reviews, and special studies of the accounting procedures, government purchase card (GPC) program, status of private organizations, and internal controls used by the Force Support Squadron cost centers. Performs a variety of tasks related to financial planning and administration of accounting systems covering operations and expenses of supported Force Support Squadron activities.

  • Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and as necessary to meet regulatory guidance
  • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public law 112-81, Subtitle F-Financial Management, Section 1599d
  • The employee must obtain and maintain a Secret Security Clearance

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of APF and NAF financial concepts and of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, work processes, and programs of the organization. Knowledge of the requirements, techniques, procedures, and practices of generally accepted accounting principles and standards; knowledge of internal audit procedures to monitor financial services and establish internal controls; and knowledge of federal contracting and procurement regulations, procedures, and practices; AND Knowledge of the mission, functions, goals, objectives, work processes, and sources of funding of assigned activities to relate needs and accomplishments of the organization to anticipated and actual dollar figures in the budget. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary and auditing methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute budgets and financial goals in support of the mission, structure, goals, work processes, and programs of the organization. Knowledge of commonly used accounting methods, practices, procedures, regulations, policies, and processes, and the ability to articulate this information to employees, supervisors, budget analysts, and various managers at local and command level. Knowledge of automated data processing concepts and systems capabilities to accomplish required tasks; and an understanding of how the internal financial systems interact and relate to input and output data. Ability to gather facts, assemble and analyze data reflected in accounting reports; evaluate methods to accurately assess information and make sound decisions and correct deficiencies. Ability to communicate effectively, both orally and in writing and to interact effectively to achieve organizational goals and to justify, defend, present, and/or advise on accounting/disbursing processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
