This position is located at the National Memorial Cemetery of Arizona in Phoenix, AZ.

Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be all other eligibles. Coordinates, leads and trains a team of at least (2) WG 8 Equipment Engineering Operator, (6) WG 5/6 Cemetery Caretaker, and (2) WG 4 Cemetery Caretaker in the performance of interment operations to include processing casket burials, cremains placement in-ground, and cremains placement in columbaria and all headstone, marker and niche cover installation. The workforce may swell at times based on, seasonal, temporary, community service, and volunteer workers. The incumbent is responsible for setting the pace, motivating, and balancing work load between members of the team, checking compliance to schedules and reporting work status to the Foreman. The incumbent also provides training to new employees and refresher training to existing team members. Receives assignments from Foreman and works independently with assigned personnel to complete work. Distributes the balance of workload among team members in accordance with established work flow or job specialization and assures timely accomplishment of the assigned workload. Provides oral and written progress reports on work assignments to the supervisor.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,09/25/2023. Your background must demonstrate work involved in leading work pertaining to the operation of equipment such as graders, tractors with bulldozer or angledozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c). Physical Requirements: Moderate to heavy exertion is required in the operation of large vehicles and equipment, to include attaching or removing implements from a tractor. Incumbent will be exposed to frequent walking, kneeling, stooping, bending and lifting or pushing and may require incumbent to lift and move objects 80 pounds and over in the performance of assigned tasks, headstones weigh 230 pounds and are handled by two employees. Working Conditions: Work is primarily performed outdoors under prevailing weather conditions, which may result in exposure to cold, rain, sleet, snow, ice, fog, heat, and dampness. Incumbent will also be exposed to dirt, dust, and mud in the performance of his/her duties. Selected applicants will be required to complete an online onboarding process. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drugs use prior to appointment. Applicants who refuse to be tested will be denied employment with VA.
