The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget popular formulation and execution of the VA 's particular programs, systems, procedures, functions, and structure of the supported organizational component facility.
Duties
Major duties include but are not limited to:
-Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into an annual budget proposal.
-Prepares or edits narrative justifications and projected funding needs and ensures that data in requests are formally and accurately documented in a wide variety of unrelated formats, schedules, and reports.
-Analyzes and forecasts operational budget for the facility and for changes in nature, type, and cost of services provided.
-Monitors the execution of a budget with many types and sources of funding, including direct multi-year appropriations, allotments from different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
-Identifies and analyzes trends in the receipt, obligations, or expenditure of funds to ensure that the objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.
-Performs in-depth analysis of budget requests, considers unforeseen factors in development and production, shifts in project direction, and emphasis and /or requests not included in planned programs and explores alternative sources of funding.
-Develops justification and impact statements and compiles data to be used in forecasting obligations.
-Employees answer requests from and provide advice to employees, supervisors, financial management specialists, and to personnel specialists on rules, regulations, and procedures relating to Budget.
-Analyze and present recommendations for resolutions to more complex issues to management assess the productivity, such as effectiveness, and efficiency of conventional program operations.
-Performs facility budget formulation including preparing detailed analyses and estimates of annual funding needs for one or more future budget years. Reviews historical data of how funds were utilized within the administered program.
-Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner.
-Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
Work Schedule: Full Time - Monday-Friday - 8:00am-4:30pm - Subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
Specialized experience:
-Experience utilizing concepts, principles, and practices of therapeutic recreation.
-Establishes a plan and implements recreational activities and outings.
-Arranges general exercise programs and exercise equipment and safety factors in demonstrating and observing use of exercise equipment.
-Work one-on-one with individual to determines their degree of interaction with activities what action may be needed to enhance their participation.
-Identify difficult recreational assistance problems where conditions must be identified and addressed (such as ability for each individual to participate safely in planned events and programs and the physical transportation concerns of the individual to an event).
OR
Ph.D or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree

LL.M, if related

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in lifting and carrying reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. No special physical demands are required.
