This is a bargaining unit position with AFGE Local 228.
This is not a drug testing designated position (TDP).
This position is located in the Small Business Administration, Hazard 7a Loan Processing Center in Hazard, KY. The incumbent will be stationed in the LGPC located in Hazard, KY processing 7(a) loan guaranty applications evaluating loan applications for program eligibility & creditworthiness.
Duties
Analyzes a wide variety of commercial loan applications characterized by varying corporate and financial structures, and which might contain limited financial data.
Evaluates commercial loan requests to determine applicants' eligibility and proper loan structure, including capital injection, collateral, and other requirements.
Assesses managements' experience and past performance, to determine the potential for successful operation of the applicant business entity.
Investigates essential commercial credit factors to determine the merits of granting loan guaranties with reasonable assurance of repayment of proposed loan proceeds.
Requirements

- You may be required to serve a one-year probationary period.
Qualifications
GS-11: One year of specialized experience (equivalent to the GS-9 grade level in the Federal service) obtained in either the private or public sector as a loan processor, underwriter, financial analyst, portfolio manager, or other like position, with responsibility for making repayment and eligibility recommendations on routine commercial loan application packages characterize by simple ownership structures and lack of affiliation with other business entities. These qualifications must be clearly referenced in your resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled

GS-11: A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Experience and Education:
GS-11: A combination of related graduate education and specialized experience as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
