Duties
In this position you will become a key team member of Homeland Security professionals serving as a Program Manager over a critical program segment for which both the scope and effect of the work have CBP-wide impact This position starts at a salary of $116,393.00 (GS-14, Step 1) to $151,308.00 (GS-14, Step 10) with promotion potential to $151,308.00(GS-14 Step 10). Typical work assignments include:
Serving as a Section Chief responsible for overseeing the planning and construction of major FOF PMO facilities projects and facilitating the PMO's accomplishment of its primary mission or programs administered nationwide;
Providing technical direction in project management, team building, facilitation, process improvement analysis, to ensure the efficient delivery of facilities and infrastructure that meet CBP mission requirements;
Serving as a liaison between the FOF PMO and business partners, customers and stakeholders to resolve issues that could not be agreed upon through normal staff coordination, elevating issues that require senior leadership attention;
Developing the ability of others to perform and contribute to the organization, providing ongoing feedback and opportunities to learn through formal and informal methods; guiding others to make the most of their available skills; recognizing achievements and contributions; and addressing morale problems;
Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout facilities programs/projects lifecycle.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Overseeing a program segment that performs professional, technical, and/or administrative work.
Managing the development, assignment, and higher-level clearance of goals and objectives of subordinate organizational units or lower organizational levels.
Creating and monitoring implementation of process metrics and process controls for individual programs or functions in accordance to sound management principles.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/11/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
