The Visual Information Specialist will be assigned to the Office of Communications, Office of the Director, Greater Los Angeles Healthcare System, VISN22, Veterans Health Administration, Department of Veterans Affairs, West Los Angeles, CA.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but may not be limited to the following: Graphic Design and Layout: Designs and executes printed material for manuals, pamphlets, handbooks, computer graphics, and similar types of publications which requires knowledge and understanding of the graphic arts industry and drawing instruments. Provides layout and design support for the organization's Annual Report, Quarterly Newsletter, and other organizational products for internal and external audiences. Selects the appropriate medium for execution, suggesting media for incorporation, laying out the design, and converting the request to a finished product suitable for reproduction and/or graphic presentation. Coordinates, analyzes, and reports all visual media production data to the supervisor. Determines the most appropriate format and medium based on final reproduction, deadlines, and customer's requirements. Uses various computer peripherals, i.e., film scanners, flatbed scanners, dye sublimation printers, color and black & white laser printers, large format display printers, and computer graphic software to design multi-media digital outputs. Selects variety of visual materials to be incorporated into visual aids, which communicate information to selective audiences. Prepares proof layouts for clients conveying an effective visual design of typography, graphics, and space to maximize visual impact and emphasize visual elements to the audience. Coordinates layout, design, and execution of printed material destined for distribution. Photography: Operates digital 35mm, and surgical operating room cameras incorporating an assortment of films, digital media, filters, lenses, lighting, and flash equipment. Takes photographs of patients in the operating room, ward, clinic, and studio. Takes photographs of surgical and autopsy specimens in the morgue and operating room. Photographs specialized subject matter such as colorless transparent objects, culture media, poly-acrylamide gels, petri plates, test tubes, and other scientific subject matters. Photographs a wide variety of subject matter within the Medical Center of a non-medical nature, (i.e., public relations photography of awards presentations, events, accidents, crime scenes, etc.) Photographs small and large objects in the studio or copy stand using a wide variety of lighting, lenses, and cameras. Administrative Support: Plans, operates, and utilizes budget to monitor, analyze, and evaluate the financial management impact for the photographic section to assure adequate supplies and equipment meet current and future 'needs of the department. Takes inventory of photography and multi-media supplies and reports to the Supervisor for re-ordering. Gathers statistical information and tracks workload for department reports. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped you with the knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 grade level in the Federal Service. Qualifying specialized experience includes having knowledge of a wide variety of graphics, illustration, instructional design techniques, reproduction and printing processes and typesetting technology; capable of producing artwork for subsequent use in audiovisuals, photography, video, publications, displays, and other medium with raw data by use of computers for slide graphics and desktop publishing; skills in visually interpreting a wide variety of medical media subjects, objects, materials, ideas, and information covering a wide range of general subject matter to render into a visual form; utilization of the PC computers, appropriate computer software to create digital images for publication, reproduction, and exhibits; includes retouching, enhancing image quality, modifying, creating effects, masking, conversions, and color enhancements: having artistic skill and proficiency in the use of visual media for layout to design printed materials using the computer graphics software programs; familiarity of layout, design, typography as it applies to the reproduction of visual information throughout the printing process: comprehension of desktop publishing as it applies to computer assisted layout and printing; and expertise in computer graphics as it applies to computer-assisted layout and imaging for slide graphics and desktop publishing (e.g., use of the following computer graphics software: Adobe Creative Suite, Corel-DRAW Graphics Suite, and Microsoft Office. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of two (2) full years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this Visual Information Specialist position with major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. Transcripts must be submitted with application. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Equivalent combination of successfully completed related graduate level education and specialized experience, as described above, to meet the requirements at the GS-9 level for this position. Physical Requirements: The work requires sitting behind a drafting table, work surface, sitting for long periods at a computer workstation in front of a computer display, standing, continuous typing on a computer. It also requires the employee to distinguish shades of colors and black/white tones and the ability to perceive and sense color hues and chroma accurately.
