ADDITIONAL INFORMATION: The License Manager in the Software Asset Management (SAM) Office is responsible for the adoption, acquisition, integration, delivery, sustainment, and management of the Agency Commercial Off-the-Shelf (COTS) baseline while reducing expenditures and risk. The License Manager is responsible for fulfilling Agency software needs and maintaining software assets while improving efficiencies in the selection, allocation, consolidation and delivery of user requirements. The License Manager will work in close coordination with the License Management supervisor, other License Managers, Account Managers, and Business Manager to understand and respond to needs, following Software Asset Management (SAM) processes and procedures, and utilizing SAM tool suite. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience applying acquisition management skills, techniques, tools, or analysis techniques such as executing contract requirements.2. Demonstrated experience with customers to implement technical changes to ensure alignment to current contract and develop request for proposal (RFP) documentation (requirements documents, statements of work, IGCE).3. Demonstrated experience directing programs and associated funding to include execution and spend plan timing of program needs.4. Demonstrated experience performing program management activities to include identifying, developing, prioritizing and satisfying tasks within schedule or timeline, and in an environment where requirements frequently change.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Geographic Information Systems (GIS), or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA Certification may be required for this position; See Position License and Certification Requirements for additional details. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or sixty months, depending on the DAWIA Tier required, to achieve their certification. Current Acquisition Workforce members must maintain their current certification by achieving 80 Continuous Learning hours every twenty-four months. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated proficiency in the acquisition position DAWIA PM Practitioner.2. Knowledge of Contracting Officer Representative designation.3. Experience utilizing risk management tools and processes to help the program remain on track and meet its goals.
