This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the training officer and lead instructor and Field Training Officer of a Law Enforcement shift, for the Directorate of Emergency Services, Police Division, Fort Polk, LA. Develops and maintains the training program IAW AR 190-56.
Duties
Serves as a training officer and lead instructor and Field Training Officer of a law enforcement shift.
Utilizes a broad knowledge of the principles, methods, and techniques of law enforcement, physical security, and force protection work during terrorist driven actions, criminal behavior, natural disasters and national emergencies.
Exhibits knowledge of the rights of others, the laws of search and seizure, constraints on the use of force and deadly force, and safeguarding the civil rights of others.
Develops and maintains courses, lesson plans, and examinations and provides guidance to personnel assigned to instruct specialized blocks of instruction as the Lead Instructor.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a valid Secret security clearance.
- Successfully graduated from the USACPA or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
- Incumbent must meet the requirements of AR 190-56 (The Army Civilian Police and Security Guard Program)
- This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA Form 5019R (Condition of Employment) must be signed for mandatory drug testing.
- The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
- Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) during Inclement weather conditions or other designed / identified emergency conditions.
- Incumbent must possess a valid state driver?s license and be able to obtain and maintain a government motor vehicle operator?s license.
- Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
- Official Temporary Duty (TDY) up to 10% of the time may be required.
- Incumbent is subject to possible civil and criminal action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- Must maintain personal capability to wear government furnished police uniform and safety equipment, including Chemical Protection Mask and other types of Personal Protective Equipment
- Personnel assigned as Police Officer will be required to maintain a high standard of conduct at all times and will be continuously evaluated.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized experience: One year of specialized experience equivalent to the GS-08 level in the Federal service which includes 1) performing law enforcement work such as: maintaining law and order, preserving the peace, protecting life and civil rights, detecting and investigating crimes, arresting or apprehending violators, or performing patrols; 2) performing protection duties to deter, detect, or deny unauthorized access at fixed installation, internal compound, or incident perimeter posts; and 3) using word processing and web-based law enforcement computer programs to establish, update, query or print detailed reports, forms, or citations concerning incidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
