This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.
Duties
This position will:
Review the accuracy of invoices, ensuring compliance to Federal Acquisition Regulations, Prompt Payment Act, & Federal Travel Regulations.
Process financial transactions in the accounting system. Reviews POs/Contracts for processing & actively resolves barriers.
Apply analytical & evaluation techniques to review accounting data in line with accounting principles.
Interpret financial data & accounting analysis to aid in decision-making.
Prepare & distribute reports.
Perform final reconciliations consistently & accurately in accordance with procedures & due dates.
Corrective actions constantly brought to the supervisor's attention.
Close out expired POs/Contracts.
Resolve payment discrepancies.
Recommend corrective action & follows through completion.
Participate on project teams to reconcile & clear financial transactions & outstanding balances.
Develop guides & user manuals for customers.
Contribute ideas on streamlining procedures based on customer feedback.
This position supports the CHIPS Act Implementation.

Qualifications
To qualify, applicants must have one year of specialized experience equivalent to at least the GS-07 level (or ZA-I at NIST). Specialized experience is defined at experience processing and managing payments and utilizing an automated financial management system.
OR
Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
