This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a natural resource management specialist for a major water resource project. Perform a range of assignments involving all aspects of operations including natural resources, recreation and dam safety.

Duties
Assist in developing and implementing specific land use plans for the lake project.
Assist in preparation of annual Operations and Maintenance budgets for assigned programs.
Develop and administer the recreational out-lease program designed to protect and further enhance fish, wildlife, vegetative and water resources.
Assist in developing plans for facility improvements which are consistent with current and future demands.
Implement recreation fee program including collection, remittance and safeguarding of fees.
Patrol project lands and waters to prevent unauthorized use, trespass, destruction of property, and to insure compliance with rules and regulations.
Develop and present interpretive programs including slide shows, public speeches and demonstrations.
At the GS-05 and GS-07 levels, the duties are developmental in nature leading to the full performance level of GS-09. The duties are described at the GS-09 level.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The employee may be required to wear the Corps' authorized uniform in the performance of duties as prescribed by AR 670-10 and supplements.
- The incumbent may be required to receive a minimum of 24 hours of personal protection/unarmed self-defense, situational evaluation and tactical communication training within two years of employment.
- The incumbent may be required to possess or be able to acquire first aid, cardiopulmonary resuscitation and blood-borne pathogen training.
- The incumbent may be required to work nights and weekends.
- The incumbent is required to possess or have the ability to acquire a state driver's license and Corps of Engineers boat operator license.
- The position requires occasional overnight travel.
- TDY is required up to 10% of the time.
- This position is covered under the Department of Army/US Army Corps of Engineers (USACE) Random Drug Testing program based upon operation of a surface vessel and operation of dam/flood control gates (USACE-specific criterion).

Basic Requirement for Natural Resources Specialist (0401):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify at the GS-07/GS-09 levels you must also meet one of the qualification requirements listed below:
GS-07
Specialized Experience: One year of specialized experience which includes assisting with the development of plans and schedules for employees, assisting with creating guides, manuals and training materials, performing project/recreation management functions associated with recreation safety and security and developing and maintaining project programs This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09
Specialized Experience: One year of specialized experience which includes developing plans and schedules for project employees, creating guides, manuals and training materials, performing recreation management functions associated with project safety and security, developing and maintaining recreation/project programs and delegating assignments to lower graded employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
