The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

This position is located in the Department of Homeland Security (DHS), Office of Inspector General (OIG), Office of Management (OM), Acquisitions Division. The mission of the OIG is to conduct and supervise independent and objective investigations; promote economy, effectiveness and efficiency; prevent and detect fraud, waste and abuse; review and make recommendations regarding existing and proposed legislation and regulations; and keep the DHS IG and Congress fully and currently informed of problems. Serving as a Program Analyst, the incumbent will be provided assistance by a higher level specialist to develop, administer, implement, and assess program areas assigned and/or will assist a higher level specialist in program areas; Providing management advisory and technical support services to all levels on program areas assigned. Participating in studies/audits/surveys to resolve or recommend possible solutions. Developing financial processes and procedures and oversee contractual services in assigned programs areas. Responding to requests and coordinates travel issues with external customers for financial reporting and internal controls. Reviewing statements, invoices, logs and daily transactions to ensure legality of buys within contracting regulations.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. If you are a current federal employee, you must meet all time-in-grade and time-after competitive appointment qualifications by the closing date of this vacancy announcement. To make an accurate determination, you will need to include on your resume your federal position title, pay plan, occupational series, grade level, agency, dates for which you held the grade level (stated as MM/YYYY to MM/YYYY, OR MM/YYYY to PRESENT), and total hours worked per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You qualify for the GS-11 grade level if you have at least one year (52 weeks) specialized experience equivalent to the GS-09 grade level in the federal service which has given you the knowledge, skills, and abilities to successfully perform the duties of the GS-11. Specialized experience at this level may include: Analyze, evaluate, verify and establish controls for pre-award procurement and financial assistance document workflows. Provides recommendations to senior-level management regarding administrative procedures for financial assistance documentation. (Payments, Requisitioning). Monitors the financial systems related to all aspects of contract expenditures, funding levels, purchase requests and notifies senior-level management of drawdown levels. Experience applying solicitation and purchasing methods (dependent upon type, quantity, dollar value, or urgency) for the acquisition of materials, services, or equipment utilizing automated systems; generating status reports; monitoring and reconciling contracting and purchase card transactions and financial data for accuracy and compliance with applicable regulations. OR Ph.D or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree; or a LL.M. OR A combination of the above-defined education and experience which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. You qualify for the GS-12 grade level if you have at least one year (52 weeks) specialized experience equivalent to the GS-11 grade level in the federal service which has given you the knowledge, skills, and abilities to successfully perform the duties of the GS-12. Specialized experience at this level may include: Developing and conducting training related to procurement processes, policies, procedures, and guidance to the Acquisition workforce; Leading projects, conducting briefings, and participating in meetings and presentations involving a variety of acquisition workforce issues resolving procurement programs, processes, policies and procedures; Analyze, evaluate, verify and establish controls for pre-award procurement and financial assistance document workflows; Provides recommendations to senior-level management regarding administrative procedures for financial assistance documentation. (Payments, Requisitioning); Monitors the financial systems related to all aspects of contract expenditures, funding levels, purchase requests and notifies senior-level management of drawdown levels Experience applying solicitation and purchasing methods (dependent upon type, quantity, dollar value, or urgency) for the acquisition of materials, services, or equipment utilizing automated systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 09/19/2023of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 09/19/2023of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
