This vacancy is for a Human Resources Assistant (OA) position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. This Job Opportunity Announcement may be used to fill other Human Resources Assistant (OA), 0203, 6/7, FPL GS-7 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Duties

Reviews, codes, and processes personnel requests/forms relevant to the specialty area(s). Conducts research and provides technical answers to inquiries from employees and officials related to the specialty area(s). Independently performs routine technical assignments, such as: developing new vacancy announcements; making factor level determinations for clerical, secretarial, or other one-grade interval positions. Sets pay and extend verbal tentative and final job offers while ensuring all required onboarding documentation and training has been completed. Assist assigned HR Specialist as need with talent acquisition related tasks.

Qualifications

Minimum Requirement: All Applicant: MUST type at least 40 words per minute based on a 5-minute sample with three or fewer errors. (a typing test may later be required). AND Specialized Experience: For the GS-06 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal services. Experience for this position includes applying standardized rules, procedures, and operations to provide HR support: (1) utilizing automated HR systems to enter, retrieve, report, and manage data; (2) assisting with coding and processing personnel actions; (3) responding to applicant inquiries regarding application status; (4) reviewing documents for accuracy and completeness, and reconciling errors; (5) extending job offers and preparing necessary documentation for onboarding; and (6) providing support with answering inquiries related to processing personnel requests/forms relevant to staffing and recruitment. Applicants must have 3 of the 6 experiences and of the 3, 1 & 2 is required experiences to be considered qualified. Specialized Experience: For the GS-07 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal services. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal services. Experience for this position includes applying standardized rules, procedures, and operations to provide HR support: (1) utilizing automated HR systems to enter, retrieve, report, and manage data; (2) coding and processing personnel actions; (3) responding to applicant inquiries regarding application status; (4) reviewing documents for accuracy and completeness, and reconciling errors; (5) extending job offers and preparing necessary documentation for onboarding; and (6) providing technical answers to inquiries related to processing personnel requests/forms relevant to staffing and recruitment and developing solutions to resolve problems and discrepancies. Applicants must have 4 of the 6 experiences and of the 4, 1 & 2 is required experiences to be considered qualified. Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
