The LGBTQ+ Veteran Care Program Coordinator is a Social Work Program Coordinator whose primary responsibilities are to provide clinical evidence-based services including, assessments and interventions; program development; Veteran, family, caregiver, and staff education on LGBTQ+ healthcare; community outreach; resource development; continuous quality improvement activities; and evaluation/consultation.

Functional Statement #: 000000 Relocation/Recruitment Incentives: Not authorized Permanent Change of Station (PCS): Not authorized Financial Disclosure Report: Not required The incumbent of this position is administratively responsible and accountable for the clinical and program development and effectiveness of the facility LGBTQ+ Veteran Care Program. They develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. The incumbent may be responsible for the program's budget and various control points assigned to the program within the assigned areas. The incumbent manages and controls the use of data related to these programs regarding day-to-day functioning and program evaluation. Duties for the position may include but are not limited to: Develops and implements the LGBTQ+ Veteran Health Care Program specific to their area of assignment and ensures compliance and collaboration with local facility and the VA LGBTQ+ Central Office initiatives. Provides administrative oversight of program and administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, patient demographics, and patient satisfaction. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, State, etc.). Serves as a liaison between the VA and community agencies. Participates in LGBTQ+ assistance activities and committees in the local community and state. Establishes and maintains access to electronic social networks such as Facebook, Twitter, secure email, and YouTube in accordance with VA policy. Provides outreach presentations to community social service agencies, military Guard and Reserve units, Veteran Service organizations and other groups on VA LGBTQ+ programs and services. Promotes the LGBTQ+ Veteran Care Program in coordination with the local VA Public Affairs Officer through interviews with local print, voice, and television media. Coordinates the events and programs for the annual LGBTQ+ Pride Month. Develops and maintains a data monitoring system to measure the efficacy of the program. Participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Advises and collaborates with interdisciplinary teams throughout the medical center on LGBTQ+ services, concerns, issues. Develops and facilitates support groups and educational programs. Establishes organizational processes for LGBTQ+ programming. This includes responding to Veterans who may need immediate assistance, maintaining a list of community resources available 24 hours/7 days a week. Coordinates LGBTQ+ coverage schedule to maintain the availability of services 24 hours/7 days a week. Conducts Veteran, family, Caregiver, and VA employee interventions to facilitate the identification of psychiatric illness, emotional distress, and social needs as treatment issues. Provides referrals to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs. Coordinates referrals for non-Veteran partners, when appropriate, to community resources including legal, law enforcement, LGBTQ+ specific agencies and mental health agencies. Collaborate with the Patient Aligned Care Team (PACT) and Mental Health Care clinicians to provide Veteran and staff education on LGBTQ+ services, terminology, processes. Coordination will include hands-on support group work involvement, and training of staff in the development and facilitation of such groups. Provides training to entry level staff and Social Work graduate students and conducts formal workshops and trainings for staff related to the specialty population served. Supervises Social Work graduate students and provides a training experience for them in Social Work. Participates in the school of social work's field instructor training programs, and the affiliation process. May serve as an adjunct faculty member. Educate and train the VA staff on transgender Veteran care needs. The position will provide education on available resources within VA for transgender Veterans and their family members. Complete and track Digital Divide Consults for NCHCS. This will include but is not limited to managing, rerouting, or properly completing all Digital Divide Consults. Performs other related duties as assigned.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Social Worker (Program Coordinator) Experience/Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs. Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Preferred Experience: Experience with data monitoring to measure the efficacy of the program. Knowledge of resources for LGBTQ+ at the local community and state level. Knowledge of conducting outreach, providing education, and consultation. Driver's License: This position requires the ability to operate a government vehicle and may include the transport of passengers (employees and/or Veterans) to carry out job functions as needed.
