The primary purpose of a GS-07/09: This is a developmental position with known promotion potential to the target position of Human Resources Specialist (Employee Relations/Placement), GS-021-11. Incumbent works closely with supervisors in performing duties identified in full performance personnel document. *GS-11 primary purpose listed under DUTIES*

Duties

SUMMARY CONTINUED: The primary purpose of a GS-011 is: To perform a wide range of Human Resources (HR) duties at the installation, Direct Reporting Unit (DRU), or Major Command (MAJCOM) level to include employee relations, staffing, placement, performance management, labor relations, and advisory services for a variety of positions in an assigned area or organization. DUTIES: (Note for GS-09 & 11 positions: The duties, organizational goals or objectives, organizational location, and significant facts of these positions are the same as the full performance SCPD. Factor levels determine the grade level assessment.) Provides employee relations assistance for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature. Serves as the primary point of contact for a range of staffing, placement, and position management responsibilities. Provides consultation and assistance on conduct-related issues. Serves as the HR focal point for one or more employee relations programs. Prepares written correspondence and other documentation. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-07: Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Ability to communicate factual and procedural information clearly, orally and in writing. Ability to gather and analyze facts, and draw conclusions from information. Ability to plan and organize work. GS-09: Knowledge of the fundamental HR laws, principles, systems, policies, methods, and practices to include employee relations, recruitment and placement, performance management, and labor relations; analytical and problem-solving methods required to advise on and resolve well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services. Knowledge of research, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the installation, DRU or MAJCOM mission and management's objectives and their implications on personnel management programs including employment opportunities and position management. Ability to select the appropriate basic legal and regulatory provisions applicable to each situation and locate appropriate and applicable precedents and legal documentation. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to identify and analyze numerous facts and allegations to determine accuracy and applicability to cases. GS-11: Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents related to employee and management relations, staffing, performance management, labor relations, and the relationships between the various personnel disciplines. Knowledge of the laws, executive orders, regulations, policies, and concepts pertaining to personnel management, and a practical understanding of position classification and position management. Knowledge of the methods and techniques of fact finding, analysis, and resolution of complex problems and the development of concrete action plans and/or flexible alternatives to solve problems. Knowledge of required procedures to develop new or modified work methods, processes, and/or procedures to improve organizational efficiency/productivity and knowledge of special recruiting authorities, strategies, incentives, and organizational design. Skill in consensus building, negotiating, coalition building, interest-based bargaining, advocacy, mediation, and conflict resolution techniques sufficient to interact appropriately in emotional situations. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. OR EDUCATION: 1 full year of graduate level education or superior academic achievement. Note: You must provide a copy of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must provide a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard recruitment and placement principles and practices and of the occupational design of various types of positions to analyze position requirements and to decide upon and apply a standardized recruitment strategy. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Note: You must provide a copy of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Expected Date of Discharge/Release from Active Duty
