Duties
Develops and coordinates short and long-range security and loss prevention plans and emergency action procedures. Researches, audits, and evaluates security and loss prevention policies and procedures aimed at minimizing MCCS’s loss of resources. Directs the activities of security personnel in their efforts to protect MCCS merchandise and property from theft, shoplifting, or other forms of dishonesty on the part of patrons or employees. Suggests remedies and provides timely advice to all managers that control resources. Analyzes issues and trends and develops recommendations to resolve substantive problems of effectiveness and efficiency in safety, security, loss prevention techniques, and internal physical control. Responsible for the proper orientation, continuous job training, and evaluation of MCCS safety and security personnel. Recommends revisions and changes in security procedures and policies. Supervises physical surveillance activity, reviews and analyzes reports, occurrences, circumstances or information relative to safety and security matters and forwards findings and results to proper authorities. Conducts surveillance and interviews as required. Oversees and directs security personnel to conduct random checks of cash register reports, detail tapes, and conducts cash count verifications to determine, report, and verify discrepancies with cash handling procedures. Serves as technical advisor for security operations within the department for functional managers. Serves as principal point of contact with civil and military law enforcement agencies in the event of theft, property loss, damage or destruction. Responds to break-ins, malicious damage, robbery or natural disasters involving MCCS property on an on-call basis during and after normal duty hours. Serves as technical advisor on security hardware and equipment. Responsible for maintenance and changes to a variety of locking devices including combination safe and key locks. Coordinates selection, contract administration, installation, and maintenance of burglar alarm intrusion systems. Performs user maintenance, as required. Plans and organizes work and manages positions to ensure maximum productivity for resources used. Promotes all special programs such as the elimination of fraud, waste and abuse in Government. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee well being. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Qualifications
Four (4) years of progressively responsible security experience with at least one year with a law enforcement agency. Experience must have equipped the applicant with the particular knowledge, skills and abilities needed to successfully perform the duties of the position. OR Bachelor’s Degree plus one full academic year of graduate level education or law school. Ability to problem solve and apply first aid. Knowledge of security practices and working knowledge of complex central alarm systems. Ability to communicate effectively both orally and in writing. General knowledge in legal procedures for handling criminal and administrative related activities. Ability to employ tact and diplomacy and to react quickly and effectively in emergency situations. Must have no criminal convictions and be able to pass a Tier 3 Secret Clearance Security Check. Must possess a valid Virginia State driver’s license, and be able to obtain a government vehicle operator’s license. This is a white-collar position where occasional lifting up to 20 lbs may be required. An equivalent combination of training and experience may be substituted for qualifications above. This is a “covered position” for the Domestic Violence Misdemeanor Amendment to the Gun Control Act for Department of the Navy civilian personnel. Since the incumbent comes in contact with firearms, or ammunition in this position they must complete a DD Form 2760 certifying whether, or not they have ever obtained a “qualifying conviction” for a misdemeanor, or felony crime of domestic violence. All covered employees have a continuing obligation to notify their supervisors through use of the DD Form 2760 if they obtain a qualifying conviction. This position requires the ability to obtain and maintain a Secret clearance. Continued employment is subject to a favorable adjudication of the security investigation.
