This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the U.S. Army Corps of Engineers, Memphis Operations Division, Metals Unit.
Duties
Performs marine pipefitting incidental to major repair and modification of piping systems of plants such as towboats, dredges, quarterboats, tenders, landing, barges, and fuel barges.
Performs pipefitting and plumbing work on reservation, including water systems, fire lines, and steam lines from central heating plant.
Tests systems and equipment for proper pressures, leak-free joints, and operations.
Makes welds, depending on the process used and the requirements of the work, in all positions including flat, horizontal, vertical, and overhead.
Performs the full range of journeyman plumbing tasks including installing and maintaining supply and disposal systems and equipment, such as: air, hydraulic, heating and air conditioning, sewage, water, oil, and gas distribution systems.
Uses hand and power tools common to the trade such as chalk lines, plumb bobs, grinders, power pipe threaders, cutters, and sliding squares.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must successfully pass pre-employment Pipefitting skills welding test.
- Must successfully pass pre-employment weld testing to obtain SMAW 6G (6010 root 7018 fill and cap) weld certification and maintain certification thereafter.
- Must successfully pass pre-employment weld testing to obtain 3G/4G FCAW (unlimited thickness) weld certification and maintain certification thereafter.
- This position requires the completion of a pre-employment Physical Examination to ensure required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment alcohol and drug test screening and random testing thereafter.
- The duties of this position require the incumbent to possess and/or obtain and maintain a valid state Driver's License in one of the 50 U.S. States.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Pipefitter/Welder without more than normal supervision. I have the ability to perform common duties of a Pipefitter/Welder. I can apply a variety of welding processes to weld all types metals and alloys, use tools and equipment common to the trade such as chalk lines, plumb bobs, grinders, power pipe threaders, cutters, and sliding squares, interpret blueprints and sketches to performing plumbing duties, and use shop mathematics. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.
In addition to meeting the screen out element above, management will review all qualified resumes to further determine qualifications for selection which will include: the interview process and a welding test. The organization will provide all material to conduct the welding test.
Physical Effort: Regularly works from ladders, scaffolds, and platforms and where equipment is in hard-to-reach places. Requires much standing, stooping, kneeling, climbing, and working in uncomfortable, tiring positions. Frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds. Occasionally lifts and carries objects weighing more than 50 pounds. May also work in confined spaces both permitted and unpermitted.
Working Conditions: Work is done inside and outside, subject to prevailing weather conditions. Usually dirty, dusty, and greasy. Sometimes required to work in noisy areas or subject to unpleasant odors or bad smelling fumes; at times may be required to wear protective devices, contaminate clothing and gas mask, including a respirator. Frequently exposed to the possibility of strains, cuts, bruises, burns, and infection.
