This position is part of the Nevada Field Office, Department of Energy. A successful candidate in this position will serve as a Contract Specialist performing work directly related to specific contract assignments such as contract administration, development of purchase requisition packages, review and evaluate proposals, and other procurement and business-related activities.
Duties
The incumbent will serve as a Contract Specialist.
At the NQ-02 level, assignments typically involve performing contract administration work on assigned portions of major on-site and off-site contracts assigned to Senior NNSA/NFO Contracting Officers. These duties include but are not limited to the following:
Develops contracts, grants, cooperative agreements, interagency agreements, memoranda of understanding, funds-in agreements, or other types of contractual or financial assistance arrangements that set forth the project scope of work, cost clauses, general terms and conditions, special requirement causes, etc.
Administers and coordinates contracts and financial assistance instruments with industry, state and local governments, other federal agencies, educational institutions, and not-for-profit organizations, to assure compliance with contract terms and conditions, government regulations, and budgetary constraints. These contractual agreements include a variety of contract types and values;
Maintains close and continuing personal contact with Contracting Officers and contractor officials to assure conformance with contract terms and conditions, administrative requirements, applicable requirements of law, the Federal Acquisition Regulations (FAR), the Department of Energy Acquisition Regulations (DEAR), the Financial Assistance Regulations (10 CFR 600), and other applicable regulations, orders, and directives;
Prepares and coordinates modifications to contracts and amendments to financial assistance instruments which would include either written alterations in the specifications, delivery point, rate of delivery, period of performance, cost or price, quantity, or other clauses, whether accomplished by unilateral action in accordance with terms and conditions of the contract/agreement or by mutual action of the parties.
At the NQ-03 level, the incumbent:
Administers cost-reimbursement, firm-fixed-price, time-and-material and labor-hour contracts and interagency acquisitions as an Administrative Contracting Officer
Supports Procuring Contracting Officers in the development of contractual policy and procedural approach, including type of contract, fee application, required contractor qualifications and experience, extent of advisable solicitation, available funding, and controlling aspects of approval and final authorization.
Analyzes requirements for staff participation in the contractor selection and negotiation processes and prepares recommends actions for establishment of Source Evaluation Teams, Negotiation Teams, or Boards.
Supports the Procuring Contracting officer in the development of s Requests for Proposal and other required solicitation documents.
Develops special terms and conditions for solicitation documents and contracts and provides guidance to NNSA staff in utilizing such materials.
Participates in the evaluation of contractor proposals and, in conjunction with the Source Evaluation Team/Board, makes preferential ratings of contractor proposals based on experience, capabilities, economics of operations, etc.
Prepares Team/Board selection findings for submission to the selecting official.
Conducts negotiations as a Contracting Officer on complex, large-scale, long-term multi- million-dollar contracts. Develops contracts, modifications, subcontracts, MOUs, IA grants, cooperative agreements, or other types of contractual or financial assistance arrangements.
Administers, controls, and coordinates contracts with industry, state and local governments, education institutions, and Not-for-Profit entities to assure conformance with contract terms and conditions, administrative requirements, applicable requirements of law, the Federal Acquisition Regulation (FAR), the Department of Energy Acquisition Regulation (DEAR), the Financial Assistance Regulations (10 CFR 600), NNSA directives, NNSA guidance, NNSA instructions, and other applicable regulations, orders, and directives.
Develops and maintains systems to evaluate and monitor contractual performance related to such areas of delivery, cost, amount of progress, or advance payments and effective use of government-furnished property.
Conducts closeout actions for contracts and financial instruments in accordance with regulatory requirements. Prepares, as required, the termination of contracts for the convenience of the government or for default by the contractor.
Qualifications
BASIC REQUIREMENTS
Basic Requirements for the NQ-02 level (GS-5 through GS-12):
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.
The following table shows the amounts of education and/or experience required to qualify for positions GS-7 thorough GS-12 covered by this standard.
Basic Requirements for the NQ-03 (GS-13 and Above):
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
SPECIALIZED EXPERIENCE REQUIREMENTS
NQ-02: to meet the specialized experience requirements at the NQ-02 level (GS-9 - GS-12), a qualified candidate's online application and resume must demonstrate at least one year of specialized experience at or equivalent to the next lower NNSA pay band or GS grade level (NQ-01 or GS-07 level).
Specialized experience for this position is defined as experience performing:
Developing contracts, grants, cooperative agreements, interagency agreements, memoranda of understanding, funds-in agreements, or other types of contractual or financial assistance arrangements that set forth the project scope of work, cost clauses, general terms and conditions, special requirement causes, etc.

Specialized experience for this position is defined as experience performing:
Administering, controlling, and coordinating contracts with industry, state and local governments, education institutions, and Not-for-Profit entities to assure conformance with contract terms and conditions.
Planning, administration, retirement, and termination of contracts and financial assistance instruments for programs that are difficult to define.
Maintaining systems to evaluate and monitor contractual performance related to objective and subjective evaluation criteria in areas such as delivery, cost, schedule, contract compliance and program execution.
Resolving critical and novel contracting problems.
