This position is located in the Veterans Health Administration of the Department of Veterans Affairs, VA Connecticut Health Care System and serves the entire healthcare system and Community-Based Outpatient Centers. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies.

Duties

Duties include, but may not be limited to the following: Uses qualitative and quantitative statistical data analysis techniques to analyze data and make recommendations to management. Reviews findings and works to develop long term plans for management including strategic planning initiatives. Compiles, analyzes, and tracks data related to a vast array of clinical and administrative operations as they correlate with service line measures including nurse sensitive indicators. Data management includes providing data support as needed for individual needs, committees, Performance Improvement work, facility performance measures, EPRP, and patient safety projects. Extracts and analyzes data that supports improvement work in order to support the Associate Director for Nursing and Patient Care Services and the Executive Leadership Team. Provides leadership and expertise on the policies pertinent to the Associate Director for Nursing and Patient Care Service Line policies, providing education and mentoring as needed to Service Line Leaders and their Administrative Officers. Maintains the service line policies and tracks all assigned policies through the review and implementation processes. Advises those in the Informatics organizational structure of programmatic (formal and informal methods) and security requirements for data access, and advises staff members on directives, policies, and best practices for making requirements operational. Provides knowledge in the design of decision support tools that improve health care efficiency, effectiveness and safety. Applies statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below: GS-9: To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, which could have been earned in Federal or private sector service but must be reflected clearly on your resume that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience includes but is not limited to: Maintaining the service line policies and tracks all assigned policies through the review and implementation processes. Advising those in the Informatics organizational structure of programmatic (formal and informal methods) and security requirements for data access, and advises staff members on directives, policies, and best practices for making requirements operational. Providing knowledge in the design of decision support tools that improve health care efficiency, effectiveness and safety. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. GS-11: To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, which could have been earned in Federal or private sector service but must be reflected clearly on your resume that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Education cannot be credited without documentation. ~OR~ Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
