Duties
Serves as a software representative, advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing and embedded real time software systems.
Provides technical comments and recommendations to the Procurement Command and Buying Activity during systems, design and testing reviews.
Provides an independent analysis and reviews of software development products such as: Software Requirements Specifications, Interface Requirements Specifications, Top Level Design, and Testing Procedure
Performs and advises on technical aspects concerning pricing of contractor cost proposals including award fees and engineering proposals.
Maintains competence in the software development arena by reviewing technical periodicals, attending applicable seminars, and participating in Government and industry-wide computer software working groups and conferences.
Conducts studies and exploratory projects to identify solutions to specific problems when current technology or previously applied software acquisition management techniques cannot provide satisfactory solutions.
Attends staff meetings and conferences to provide advice and opinions to CMO and Procurement Command/Buying Activity management and, in special cases, to DoD and Congressional Committees.

- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
- Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
- Incumbent must acquire 80 Continuous Learning Points every 24 months.
- Incumbent is required to submit a Financial Disclosure Statement SF-450 upon entering the position, annually in accordance with DoD Directive 5500-7-R. Joint Ethics Regulation, dated 30 August 1993
- This position has been identified as a Drug Testing Designated Position as defined in the agency's Drug Free Workplace Plan, Appendix A. Incumbent must pass urinalysis testing as required prior to appointment and periodically thereafter.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

AND
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02, GS-11, or equivalent level under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes:
Knowledge of the principles and practices of computer software design and current, state-of-the-art information technology developmental methodologies, techniques, processes and procedures including the techniques for software development management as applied to software development contracts.
Extensive technical knowledge and understanding of a full range of computer systems and large scale computers in order to review test plans and procedures.
Ensure that the software meets development and operational requirements.
Knowledge of analysis-structured design, structured programming, and structured testing techniques in order to conduct top down and/or bottom up design analysis and continuing evaluation of the evolving software products.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
