This position is located with the Bureau of Land Management - California, Northern California District in the Eagle Lake Field Office in Susanville, California. Duties

Supervises and provides direction and guidance to Federal Wage Grade and Seasonal employees. Develops annual work plan for the Force Account Crew (internal and external). Oversees the construction and maintenance of range improvements, recreation trails and trailheads, campgrounds, roadways, and surrounding grounds of facilities. Works with Resource Specialists to design projects. Advises Field Office management on associated impacts related to equipment operation. Serves as technical expert for construction and maintenance projects. Provides input to National Environmental Policy Act (NEPA) documents for project design and construction. Develops and implements both annual and long-range maintenance programs. Ensures all work orders are entered into Facilities Asset Management System (FAMS). Serves as Contracting Officer?s Representative (COR). Operates large and heavy vehicles and equipment. Performs a variety of basic maintenance and repair of vehicles and equipment. Participates in compliance inspections.

  • This position requires a valid Commercial Driver's License (CDL) with Class A endorsement.
  • May be required to obtain Level 1 Contracting Officer?s Representative (COR) certification.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factors will be rated not qualified: 1. Screen-out Element: Ability to lead or supervise. 2. Screen-out Element: Current, valid Commercial Driver's License (CDL) with Class A endorsement. Qualifications: OPM Job Qualifications System for Trades and Labor Occupations will be used in determining your qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through experience shown in the resume materials, that you possess the skill level that has equipped you with the particular job elements (Ability to Lead or Supervise, Project Management, Compliance, Mechanical, and Safety Engineering) to successfully perform the duties of Engineering Equipment Operator Supervisor. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Effort: The work requires strenuous physical exertion due to the large equipment operated, the adverse operating conditions caused by the terrain, and the requirement to make constant adjustments to safely complete projects. This includes long periods of standing; long periods of operating heavy equipment or driving, which is frequently performed in awkward or strained positions due to the location of controls and attachments; recurring bending, crouching, stooping, stretching, or reaching; and lifting moderately heavy items weighing up to 50 pounds. Considerable strain is caused by the vibration, jerking, and jolting of the equipment when operating over rough surfaces, and the high degree of concentration required to manipulate hand and foot controls while changing attachments. Working Conditions: The work involves regular and recurring exposure to all types of weather and moderate risks and discomforts associated with construction and production areas, such as exposure to strong odors or fumes from fuels or chemicals used in work processes, and working near operating machinery, moving vehicles, and/or electrical hazards. These environmental factors require the incumbent to continually stay alert and take special safety precautions as necessary, including wearing special protective items of clothing. The incumbent is exposed to noise, dust, dirt, and risk of injury due to the possibility of equipment overturning.
