This position is located at the Butler VA Medical Center. The incumbent serves as the Supervisor of the Boiler Plant, Chiller Plant, and HVAC (Operations) Unit under the general supervision of the Assistant Chief Engineer. Supervision is minimal, allowing maximum freedom in planning and exercising own judgment in managing the section. This supervisory position requires skill, experience and knowledge in the operation and repair of the utilities systems for the medical center.
Duties

Work Schedule: Monday - Friday 8:00 am - 4:30 pm.
Major Duties:
Plan the use of workers, equipment, facilities, materials, and tools on a day-to-day or project-by project
basis; plan use of subordinate workers equipment, facilities, materials on a week-to week
or month-to-month basis.
Plan on a quarterly or longer basis the overall use of subordinate personnel and other resources under their control.
Establish deadlines, priorities, and work sequences, and plan work assignments based on general work schedules, methods, and policies set by higher level supervisors; determine resource requirements, materials, and the number of subordinates and the types of skill necessary to accomplish long-range work schedules.
Advises the Assistant Chief, FMS on a daily basis of any problems with major critical equipment,
overtime needs, or problems with resource acquisition or allocation.
Assign work to individuals and provide technical direction and/or help in accomplishing difficult work steps and processes; investigate work related problems such as excessive costs or low productivity and determine causes.
Responsible for supporting the ADP Security Program as outlined in VA Facility and/or Service policy, and maintaining physical security, software security, data and application security.
Observes work in progress to anticipate and resolve problems, reassign personnel within group supervised, and coordinate work among workers and other supervisors to maintain work progress to meet schedules; inspect completed work for quality and work order requirements; report possible or actual work delays; implement corrective actions within their authority to resolve work problems, maintain balanced workloads by
shifting assignments, workers, and other resources under their control to achieve the most effective work operations.
Advocates the criticality or recommend solutions to staffing problems, engineering requirements, and work operations directed by other supervisors.
Drafts Medical Center and related Facilities Management Service policies and procedures.
Administers a utility management and preventive maintenance program and prepares internal systematic review reports on a quarterly basis.
Advises and counsel workers on how to improve their performance; explain new work
techniques or task.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: The medical center facility consists of approximately 40 buildings and structures, buildings having approximately 550,000 square feet of building space, and 89 acres of property. The medical center also operates 5 remote Community Based Outpatient Clinics (CBOC), and a 186,000 square feet Health Care Center (HCC). These employees are dispersed and do not all work together. The incumbent supervises staff across varying shifts providing the hospital with service at normal and off business hours as needed to meet critical requirements.
Working Conditions: Work assignments can be work orders or in house multi-trade/shop projects that are accomplished within several weeks or months. Subordinate employees must frequently travel to offsite CBOC's to repair and/or install VA owned equipment.
