About the Position: Serves as a member of the Mississippi Valley Division Technical Support & Execution Center (Center) which provides regulatory support to the St Paul District, Rock Island District, St Louis District, Memphis District, Vicksburg District, and the New Orleans District.

Duties

Utilizes a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment, to serve as a project manager. Develop and manage general permits. Develop procedures to implement directives from higher authority. Serve as the District representative on groups and task forces with missions of interest to the district and/or the regulatory program, and to complete assignments related to special regulatory initiatives. Travels on public roads and highways in all kinds of weather. Evaluate all levels and types of Department of the Army (DA) permit application and compliance cases.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Official Travel will be required.
  • Must be able to obtain and maintain a USACE boating license.
  • Probation period may be required.
  • Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site-specific, job-related requirements, and must maintain this license.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 annually.
  • Employee may be required to lift items up to 25 pounds.
  • Employees are required to follow established safe working procedures. Appropriate personal protective equipment is provided to minimize or reduce hazardous conditions, and its use is mandatory.

Qualifications

This position can be filled in multiple ways: 1. Position may be filled as a temporary promotion or detail NTE 1 year by a current permanent Army Employee. Temporary promotions or details may be extended up to a maximum of five years and may be made permanent without further competition. OR 2. Position may be filled as a temporary appointment NTE 1 year, if the candidate is NOT a current permanent Army Employee. Temporary appointments may be extended up to a maximum of three years. Employees on temporary appointments will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. Basic Education Requirement: Geographer, GS-0150 series Archeologist, GS-0193 series Biologist, GS-0401 series Ecology, GS-0408 series Botany, GS-0430 series Forestry, GS-0460 series Environmental Engineer, GS-0819 series Physical Scientist, GS-1301 series In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-11: One year of specialized experience which includes: 1) Analyzing and evaluating impacts of permit applications for environmentally sensitive projects; AND 2) Performing habitat and wetland value assessments under the provisions of Section 10 of the Rivers and Harbors Act, Section 404 of the Clean Water Act and other applicable laws; AND 3) Conducting routine site visits for proposed permit actions and compliance checks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science, Environmental/Natural Resources Management and Policy, Environmental/Natural Resources Protective Services. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: Specialized Experience: One year of specialized experience which includes 1) Preparing public notices reflecting information pertaining to permit applications; AND 2) Conducting routine site visits for proposed permit actions and compliance checks; AND 3) Preparing preliminary impact analyses to include the valuation/determination of compensatory mitigation using wetland assessment tools; AND 4) Performing habitat and wetland value assessments under the provisions of Section 10 of the Rivers and Harbors Act, Section 404 of the Clean Water Act and other applicable laws.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Biological Field InvestigationEnvironmental Law and Regulatory ComplianceOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level. For the GS-11 you must have 52 weeks at the GS-09 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
