This position is located in the Office of Environmental Health & Engineering (OEHE), Division of Facilities Management (DFM), Navajo Area Indian Health Service (NAIHS). The incumbent serves as a Deputy Director within the Navajo Area Division of Facilities Management on the Navajo Reservation in Arizona, New Mexico and Utah.

Duties

Analyzes and evaluates proposals for construction and renovation projects, particularly the utility systems (generator/heating systems and electrical wiring), and modifies as necessary to make feasible. As a technical specialist/expert is relied upon to keep abreast of all Area-wide projects as well as impending changes that may impact upon the facility management program. Works directly with area personnel, procurement, and contracting and finance offices utilizing automated financial management system to resolve program and project problems to ensure efficiency of the Division. Plans, coordinates, and conducts office review aimed at promoting increased efficiency, improving of program flow and reducing costs. Reviews and revises program policies and procedures annually. Serves as technical expert and advisor to the Area Director, Executive Officer, and Service Unit Directors. Represents the Area in meetings at the headquarters or local levels. Reviews construction projects (new and renovation) for engineering aspects to assure compliance with laws, regulations, and standards, specifications and criteria; Monitors contractors; Coordinates various engineering operations to complete specific projects. Works with high-level program officials regarding the development of overall goals and objectives for assigned divisions and programs. Directs a program with significant resources, annual budgets fluctuate widely from year to year, and numerous policies have to be developed and maintained to assure that all geographic regions are treated equally and fairly. Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Exercises sound position management principles in organizing and controlling work assignments to promote maximum productivity and effectiveness while keeping costs at a minimum. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience - College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience include overall management and direction of a health facilities engineering program, sanitation facilities program; preparing program budgets, providing advice and guidance on program activities to a variety of individuals and preparing complex technical reports. SELECTIVE PLACEMENT FACTOR: The following Selective Placement Factor has been determined to be essential for the position: Applicant for this position must have current registration as a Professional Engineer (P.E.) by any State, the District of Columbia, Guam, or Puerto Rico. Must submit copy of registration. SUPERVISORY OR MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below: a. Ability to motivate, train, and work effectively with subordinates who have a variety of backgrounds and training. b. Ability to accomplish the quality and quantity of work expected within set limits of cost and time. c. Ability to plan own work and carry out assignments effectively. d. Ability to communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the work. e. Ability to understand and further management goals as these affect day-to-day work operations. f. Ability to develop improvements in or design new work methods and procedures. You must meet all qualification requirements within 30 days of the closing date of the announcement.
