The objective of the Health Care for Homeless Veterans (HCHV) Program is to re-integrate homeless veterans with psychiatric and substance abuse disorders into the community and to help them achieve the maximum level of health and social functioning possible. The HCHV Supervisor retains programmatic responsibility for the HCHV program and assures that the resources for the homeless are accessible and coordinated within the catchment area for this medical center.
Duties
The position of Supervisory Social Worker for the Health Care for Homeless Veterans Program is fully responsible for carrying out the responsibilities of two separate yet interrelated roles, namely, Program Coordination and Outreach Clinician. The program's scope of responsibility ranges throughout the Black Hills Health Care catchment area of VAMC.
As Supervisor/Program Manager, the incumbent will be fully responsible for the management and coordination of the HCHV program. This includes developing all aspects that are needed to provide optimum care.
Program Management: The incumbent is responsible for functional leadership, coordination and supervision of other HCHV program staff, as designated by the Homeless Program Manager.
Standards: Assures the compliance of the HCHV program with all existing VA policies regulations, CARF standards, medical center policies and procedures, and other relevant requirements.
Staffing: In consultation with Homeless Program Manager, the incumbent makes recommendations for filling clinical and other program positions and further prepares the Homeless Program staff to form a functioning interdisciplinary team; provides training, supervision and consultation on a regular basis.
Staff Development: Coordinate staff development and in-service training.
Evaluation: The incumbent plans, coordinates and evaluates all aspects of the Homeless Program to ensure the provision of quality care and continuity of service.
Representation: Represents the HCHV Program both within the VA medical center (VAMC) and the community at large.
Collaboration: Collaborates with community agencies and other VA programs to develop and implement services for homeless veterans.
Transitional Housing: Oversees and supervises Grant and Per Diem program. Applies implements programs pertaining to the HCHV program to ensure compliance with VA policy, procedures and standards of care. Monitors the payment of all bills to ensure prompt reimbursement of charges, which were accrued as a result of HCHV contracts and agreements.
Tribal and Rural VA Supported Housing: Oversees and supervises Tribal and Rural HUD VASH program.
Statistics: Manages the accuracy of the statistical flow of information from the HCHV Program between services both within and without the local VA and with other local, state and federal agencies.
Clinical: is assigned caseload of Homeless Veterans within HCHV Programming.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.

English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Grade Determinations:
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Supervisory Social Worker, GS-12
Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Physical Requirements: A current, unrestricted driver's license is required to operate a government leased or owned vehicle. You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position.
