The Accounting Technician position is in the Fiscal Department of the Business Office. The incumbent independently commits, amends, verifies costing, obligates, and liquidates for expenditure accounting for standard and nonstandard transactions in multiple funds. Also, they process receiving reports, review receipts, and reconcile the related control and subsidiary accounts for financial reporting and service line support using a variety of financial and computer systems.
Duties
The incumbent will perform duties in one or more of the following specialized functional areas: Obligator, Payor/Travel Technician, or Accounts Receivable. Each area will have separate duties supporting accounting functions related to the area.
Researches payment information in the Invoice Payment Processing System (IPPS) to answer vendor inquires, verify advanced payments, identify methods of payments, retrieve invoices and authorizations, and ensure the validity of payments.
Ensures proper accounting procedures are enforced to accurately record financial transactions that support subsidiary and general ledger data included in the financial position of the medical center.
Examines credit memos and reclaims from vendors to determine appropriateness.
Conducts audits and performs research of current accounts, historical data, and source documents to develop and explain detailed information not otherwise readily available. Prepares written reports of the evaluation results by analyzing data for relevance and usefulness in terms of past and current accounting procedures and the purpose of the statement or report.
Audits the daily agent cashier replenishments for proper number sequence, approvals, costing, and back up documentation to ensure the checking accounts are fully funded for VA mission accomplishment.
Prepares standardized operating procedures and may provide guidance and training to new Accounting Technicians. May cross-train between the Accounting Technician roles for obligations, payments, receivables, and travel accounting.
Work Schedule: Monday - Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing clerical, assistant or technician level work in support of a budget, accounting, payroll and/or financial management functions; understanding accounting principles, methods, procedures, and techniques; making determinations within an accounting system to validate transactions and to perform research to resolve inconsistencies; and utilizing accounting system software package applications and computer systems to perform a variety of accounting related duties.

Physical Requirements: Work is primarily sedentary in an office environment.
