This position is located in the Department of Commerce, International Trade Administration (ITA), Global Markets (GM), with one vacancy in Philadelphia, PA.

Duties

As an International Trade Specialist, you will perform the following duties: Assist senior personnel in coordination of trade programs and events. Locate and assemble trade data and information in support of analytical work. Research, analyze and interpret trade and economic data. Participate in meetings or conferences. Prepare and deliver effective briefings to managers and clients. Participate with senior specialists in making written recommendations on trade issues, policies, positions, or negotiation strategies. Clearly summarize trade data and information in writing. Assist senior specialists with coordination and partnering, analysis and evaluation, marketing facilitation and promotion, negotiation and representation, data collection, tracking and reporting. These duties are described at the GS-09; the GS-07 is developmental leading to such performance. All positions are developmental to the full performance level (FPL) GS-13. This Job Opportunity Announcement may be used to fill other International Trade Specialist GS-1140-7/9 FPL GS-13 positions within the International Trade Administration in the same geographical location with the same qualifications and specialized experience.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-07 level: SPECIALIZED EXPERIENCE: Applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as: Researching and preparing written communication and/or oral presentations; Analyzing, extracting, summarizing information; and Researching international trade. OR Substitution of Education: One full year of graduate-level education with a major in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. OR Superior Academic Achievement as demonstrated by a bachelor's degree from an accredited college or university with a major in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of studywith one of the following. NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions below: A grade point average (GPA) of 3.0 or higher based on a 4.0 scale for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; A GPA of 3.5 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; Class standing of upper third of the graduating class in the college, university, or major subdivision of the college; Membership in a national Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. OR Combination: A combination of related graduate-level education and specialized experience. To qualify at the GS-09 level: SPECIALIZED EXPERIENCE: Applicants must also possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as: Managing client or customer relations; Performing research in one or more of the following areas: international trade issues, U.S. business exports, country standards and regulations, industry sector markets, business practices; and Researching preparing written communication and/or oral presentations. OR Substitution of Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study. OR Combination: A combination of education and experience as described above. Note: Only graduate education in excess of one year is qualifying for combination
