The St. Louis VA Health Care System is seeking a Pharmacy Supervisor of Operations to help coordinate all aspects of delivery of pharmaceutical products and services, as well as, providing oversight of daily operations of the dispensing services. This position oversees the work of Pharmacy staff where the supervisor has full technical authority over the work, and work which may require coordination and integration of work assignments with other service lines.

Duties

Staff Management Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Develops work improvement plans, recommending personnel actions as necessary. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Establishes functional statements, job descriptions and develops performance plans for subordinates. Pharmacy Operations Management Responsible for the day-to-day operations of the Pharmacy and coordination of comprehensive pharmacy services. Manages in accordance with local, state and Federal laws; as well as, applicable Department of Veterans Affairs policies and procedures. Responsible for developing and/or maintaining a system for drug distribution. Makes recommendations to the Associate Chief of Pharmacy regarding all resource management issues including personnel actions, budgetary projections and execution, major and minor equipment, space. Coordinates orientation for all pharmacy operational staff. Develops departmental and correlating facility policies. Contributes to the development and implementation of Pharmacy policy or policies in relation to other medical services. Clinical Will maintain and promote high ethical, clinical and administrative standards that are carried into the decision-making process. Making recommendations regarding drug therapy to physicians, dentist, and patients. Ensures all staff is aware of patient's rights and provides service directed toward assuring these rights are honored and protected; this includes the assurance of patient privacy, confidentially and a safe environment in which patients receive care. Supervisory Responsibility is delegated to the incumbent for operational execution of inpatient and outpatient services. Plans and manages tasks based on established Pharmacy Service and Medical Center policies and procedures. Responsible for the operational status of the various aspects of pharmacy programs and will be required to make administrative decisions in instances where immediate decisions are required. Pharmacy Policy and Procedures, VA Regulations and State and Federal pharmacy laws will serve as operational guidance. Informs the immediate supervisor of problems or unusual situations, with recommendations for appropriate actions. Carries out work assignments independently and applies knowledge of inpatient and outpatient policies and procedures to resolve the problems that occur daily. Delegates tasks and redirect staffing based on their analysis of workflow and workload needs. It is the responsibility of the Pharmacy Supervisor to successfully and consistently demonstrate the exercise of independent managerial judgment. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: To be eligible at the GS-13, applicants must possess one full year of experience equivalent to the next lower grade level, GS-12 AND, demonstrate the following knowledge, skills, and abilities (KSAs): Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Preferred Experience: Previous pharmacy managerial experience is preferred.
